City Engineer MINUTES REGULAR WATER BOARD MEETING Monday, September 22, 2008 7:00 PM Council Conference Room 170 City Hall · 430 Third Street · Farmington, MN Jeff Krueger, Allan Maguire, Tom Jensen none Kevin Schorzman, City Engineer; Lena Larson, Municipal Services Coordinator John & Linda Hennessey, 20500 Eastview Curve; Rob Baldus, 18825 Dupont Way; Tim Mauseth (ProSource Technologies), 9219 East River Rd., Coon Rapids, MN 55433; David & Ruth Fleming, 5922 180th St. 1) The meeting was called to order by Chair Krueger. 2) The agenda was approved with Item 5b pulled until the October meeting. 3) A motion was made by Krueger and seconded by Maguire to approve the minutes of August 28,2008. APIF, motion passed. 4) Water Citation Appeals a) Mike LaVelle, 5410 203rd St. - not present. b) Rob Baldus, 18825 Dupont Way - Mr. Baldus was present and explained his situation (blown fuse in irrigation system) which the Board reviewed and determined that the citation would stand. c) David & Ruth Fleming. - Mr. & Mrs. Fleming were present and explained their situation (using a soaker hose to water new trees) which the Board reviewed and determined that the citation would stand. d) David Nagle, 19973 Dover Ct. - not present, correspondence reviewed citation stands. 5) Continued Business a) AT&T Antenna Lease - Daisy Knoll Water Tower - Engineer SchorZInan presented an updated lease. Tim Mauseth from ProSource Tech Technologies was present to answer questions. Member Krueger requested that background checks be done on all personnel working on the antenna at Daisy Knoll Tower. Engineer Schorzman explained that the $2000 "option" money referenced on page 2 of the lease agreement would remain with the City even if AT&T (aka New Cingular Wireless, LLC) decided not install an antenna. The lease payments will start once the lease is signed. Member Jensen asked if the lease had been reviewed and approved by Attorney Jamnik, and Engineer Schorzman confirmed that it had. Member Krueger indicated he would like to see the $2000 option payment before the lease is signed. The monthly lease amount is subject to 5% increases in January of each year. Engineer Schorzman pointed out on page 13 that AT&T is requesting a 9 instead of 6 month notice in the event that the City would sell or redevelop the property for a non-governmental Water Board Minutes September 22, 2008 Page 2 of2 use and indicated that should not be an issue. Motion by Krueger, second by Maguire to recommend the lease for approval to the City Council pending receipt of the $2000 option payment. APIF, motion passed. b) Well #4 Reconditioning Update - moved to October meeting c) Schedule for future Well Reconditioning - Engineer Schorzman stated that Well #5 is scheduled for reconditioning in 2008 and Well #1 is scheduled for 2009. Member Krueger would like to know how other cities schedule well reconditioning - staff will research. Member Jensen recalled some kind of work done on Well #1 fairly recently. Member Maguire asked if Engineer Schorzman could find out if the SCADA system will measure hours on the motors of the wells. 6) New Business a) Water bill protest, John & Linda Hennessey - 20500 Eastview Curve: The Hennessey's were billed for 170,000 gallons of water during a three month period and their normal usage during their two years of living in Farmington had never exceeded 7,000 for a similar time period. Outdoor watering is done by their townhouse association and no leaks or malfunctions have been found in their home. Motion by Krueger to replace the meter and the reader and change the bill for that time period to 7,000 gallons, reflecting a usage similar to last year at the same time, motion was seconded by Jensen. APIF, motion passed. 7) Approve Bills - Finance - Motion by Maguire, second by Jensen to approve the bills in the amount of$2,754.86. APIF, motion passed. 8) Financial Report (quarterly) - Finance 9) Open Forum a) Engineer Schorzman: the manufacturer of hydrants the City uses sent notice that hydrants installed between 1999-2004 had an acetate additive in the grease which is causing corrosion. They are offering $40 per hydrant to cover replacements/repairs. Staff will inventory hydrants when they flush this fall. b) Member Maguire is having a new reader installed next week. c) Member Jensen has heard positive comments about installer(s) doing the meter reader upgrades.
