1) Member Maguire called the meeting to order at 7:05pm. Members Jensen and
Maguire were present. Member Krueger was absent.
City staff present: Lee Mann, Director of Public Works/City Engineer; Lena

2) The agenda was approved.
3) Approve Minutes - The meeting minutes of August 27, 2007 will be presented
for approval at the October meeting.

a) Well #8 Update - Verbal update was given by Director of Public
Works/City Engineer Mann - Well #8 is operational, there are afew
punchlist items that the contractor is finishing up.
b) Water Use Policy Enforcement & Restructuring Penalties - Director of
Public Works/City Engineer Mann shared Attorney Jamnik's opinion that
the Water Use Restriction penalty structures are a policy issue. Staff will
survey other communities and bring the information to a subsequent
meetingfor further discussion.
6) New Business no new business
7) Approve Bills - Motion by Maguire, second by Jensen to approve the bills in
the amount of$70,814.66.
8) Financial Report - Director of Public Works/City Engineer Mann gave a verbal
financial report. 'The Water Board's Finances are excellent. "
9) Open Forum
a) Director of Public Works/City Engineer Mann stated that the Elm Street

project is nearly complete and indicated that staff would like to issue a
"blanket permit" to properties adjacent to the Elm Street project to water
the new seed. The Water Board concurred.
b) Member Jensen said he received an observation from a resident that the
contractor working on City Hall is not using a meter for the water they are
usingfrom the hydrant. Staffwill investigate.
10) Adjourn Motion to adjourn at 7:58 by Maguire, seconded by Jensen.

I recived a $25 citation for watering after l2PM on Aug 9w. 1 have tried to
be ,iry careful when I do any watering and might have missed the time by a
fev minutes. 1 Was out of town May 23rd thru Aug 4th and no watering at all
Wls done. I arrived home to a yard that looked like fall. The maple tree on
the boulevard was loosing leaves at a very fast pace. I placed a small
sp..;nkler at the base of the tree and tried to remember to water it every other
day. The sprinkler Was on a very low water pressure to keep from wasting
water on the street or sidewalk.

I had stopped at the city hall this week and explained my concern and they
suggested I write a letter.
1 would appreciate reconsideration of the charge because no watering was
done at all for over 2 months.
.
If the citation Cannot be forgiven I cannot pay until I receive my SS on Sept
12.

This letter is to request an administrative hearing regarding a citation that was received
on August 13,2007 for a violation of the Water Use Restriction Policy. The citation was
given for violating the odd/even watering rule.
In my defense, I believe my sprinkler timers were tampered with by someone, (probably
my child). After receiving my first citation for violating the noon-1800 no water rule, I
finally mastered my timing system so that this would not happen again. In no way would
I intentionally violate the Restriction Policy again, especially on a day where there was
massive flooding in our area.
I have now removed the timers from my system to avoid this from happening again. I
appreciate your concern and efforts to control our city's water wastage and hope you can
understand.

Dear Sir or Madam:
I received an Administrative Citation, for violating the Water Use Restriction Policy on August 16, 2007. I
do AGREE that I was watering my lawn on an EVEN calendar day. I did want to provide the FACTS of
my personal watering habits for the address listed above.
FACT - Automatic sprinklers (when set-up correctly) are the most efficient and effective methods to
water a lawn, My sprinkler system is set up to water every-other day. Due to our family vacation; I wasn't
able to make the (odd-even day) watering adjustment to my system.

FACT - Rain Sensors; when used with a sprinkler system, ensure that water resources are ONLY used
when needed. My Rain Sensor is set to W Oowest setting), which shuts my Sprinkler System off for
rain-fall at or exceeding this measurement.
FACT - Keeping grass length a little long (3" or more) especially during times of drought. We have and
continue to keep our lawn at or slightly above 3" blade length. When mowing, we retum grass
clippings/mulch to the lawn.
With these facts, and the details I have provided regarding our personal watering usage. I feel we have
and will continue to be "responsible" users of our cities water supply.
If after reviewing this letter, you feel that the $25 penalty is justified; please let me know. If you would like
to discuss, I could attend an "administrative hearing",
I do apologies for watering on an "even" watering day.
