I received an Admini!;trative Citation - Water Use Re!:;tnction notice. The date of the
violation was Friday, September 28.2007, lhis was the day that my yard/sod was
installed by Riverbend Landscape and lnigation LLC 1 spoke to Scott Schulte of
Riverbend and he noted that at the time the citation noted they were still onsite and
checking the sprinkler heads to insure they were still pointing correctly after they had
installed the sod I have included a copy of their invoice dated September 281h Scott is
also going to fax me a letter attesting to this fact. 1 have not re-ceived the fax as of this
afternoon. To insure that you bave my official contestation of this citation I wanted to
send this letter and the invoice ".- I will follow up with a separate fax of the. letter from
Riverbcnd as soon as it is received.

Consider Increase to Water Usage Rates 2008

INTRODUCTION
Staff is proposing increases to the fees charged for water usage beginning in 2008.
DISCUSSION
Water usage (billing) rates are currently a base fee of $10.80 plus $1.07 per 1000 gallons up to
25,000 gallons and $1.25 per 1000 gallons above 25,000 gallons. The $10.80 base fee has not
been increased in over ten years. The other rates were last increased in 2004.
Staff proposes the following:
Base fee $12.00
$1.10 per 1000 gallons up to 20,000 gallons
$1.30 per 1000 gallons over 20,000 gallons
Tills rate increase will provide additional funding for water operations and continue the water
board's policy encouraging conservation of water by lowering the usage level at which higher
rates apply.
BUDGET IMP ACT
Staff estimates this will increase water revenues by 5% in 2008 over 2007.
ACTION REQUESTED
Approve rate increase for 2008 as described above.
