Monday, November 26, 2007

Conference Room A
1) Member Krueger called the meeting to order at 7:00pm. Members Krueger,
Jensen and Maguire were present.
City staffpresent: Lee Mann, Director of Public WorkslCity Engineer; Kevin
Schorzman, Assistant City Engineer; Robin Roland, Finance Director; Lena
Larson, Public Works Administrative Assistant
Others present: Howard Glad, Representing the Charleswood Homeowners
Association
1) Call to Order
2) Approve Agenda
3) Approve Minutes -October 22,2007
Motion by Jensen, second by Maguire to approve the minutes of October 22,
2007. APIF, motion passed.
4) Continued Business
a) Consider Water Rate Increase 2008 - Finance - Motion by Maguire, second
by Krueger to accept the rate increase as outlined in Finance Director
Roland's memo. APIF, motion passed.
5) New Business
a) T-Mobile Request - Engineering - A request for approval to install new
equipment on the area they currently lease at the water tower was received
from T-Mobile. City Engineer Mann has reviewed the request with Public
Works staff and there should not be any issues with their request. Motion by
Krueger, second by Maguire to approve T-Mobile's request andforward it
to the City Council for their approval. AP IF, motion passed.
6) Approve Bills - Finance Motion by Jensen, second by Maguire to approve the
bills in the amount of$33,623.40.
7) Financial Report - Finance - received quarterly
8) December Water Board regular meeting - Cancel December meeting, the next
meeting will be held January 28, 2008.
9) Open Forum
>- Well #8 Landscaping: Staffhas been working with the Charleswood
1126112607.doc Meeting summary
Homeowners Association on a landscaping plan for Well #8. Pricing for a plan
that is acceptable to all parties is being explored and should not be cost
prohibitive. The Water Board approved the landscaping concept and looks
forward to seeing the project move forward in the spring of 2008. Staff will .
bring updated cost information to the Board at that time. Mr. Glad indicated
that the homeowners association is pleased with the appearance of the well
house.
~ Member Krueger thanked Lee Mann for his 11 years of service to the Water
Board and wished him the best on his new career path. Members Maguire and
Jensen concurred.
10) Adjourn - The meeting adjourned at 7: 30pm.

Consider Increase to Water Usage Rates 2008

INTRODUCTION
Staff is proposing increases to the fees charged for water usage beginning in 2008.
DISCUSSION
Water usage (billing) rates are currently a base fee of $10.80 plus $1.07 per 1000 gallons up to
25,000 gallons and $1.25 per 1000 gallons above 25,000 gallons. The $10.80 base fee has not
been increased in over ten years. The other rates were last increased in 2004.
Staff proposes the following:
Base fee $12.00
$1.10 per 1000 gallons up to 20,000 gallons
$1.30 per 1000 gallons over 20,000 but up to 40,000gallons
$1.50 per 1000 gallons over 40,000 gallons
This rate increase will provide additional funding for water operations and continue the water
board's policy encouraging conservation of water by lowering the usage level at which higher
rates apply.
An analysis of the last year's average consumption per quarter is attached, along with a
comparison of other community rates and levels.
ACTION REQUESTED
Approve rate increase for 2008 as described above.
