On 8/2812008, I received a notice of violation for watering between noon and 6pm. On
the 24th of the month. This was an even day for watering and was my side of the streets
day. The violation for watering is supposed to be for lawns, and I had a soaker hose under
8 evergreen trees about 2 feet high. I don't believe watering trees is covered under the
restrictions and I wish to protest the violation notice. I wish to contest this citation and
request an administrative hearing before the Farmington Water Board.

INTRODUCTION
John and Linda Hennessey, 20500 Eastview Curve, have contacted City staff regarding their
quarterly utility bill for the quarter ended 8/31/08. They have an issue with the water
consumption reflected on the billing for the quarter,
DISCUSSION
Attached with this memo is a copy of the water meter account history at the Hennessey
residence. As you can see, the "normal" quarterly water usage has never exceeded 7,000
gallons. The usage for the most cmTent quarter was 170,000 gallons. The reading was checked
twice and has since been re-read to verify that the meter is functioning correctly.
We have spoken to the Hennessey's at length regarding possible explanations for this high
volume usage - malfunctions of a 'water softener, faucet leak or toilet leak, etc. - but the
residents do not believe any of these have occurred. We have explained tfuifthe water must have
gone through the meter and that the meter is functioning correctly as far as we can determine.
They do not accept our explanations and are refusing to pay the bill. They are appealing to the
water board for an exception,
