Communications Plan For 2009 Water Conservation Education Plan Goal To increase awareness ofthe City's Outdoor Water Use Policy and educate the public on the importance of water conservation. Objectives . Provide necessary information for property owners and people living and working in Farmington to avoid receiving water use citations for violating the Water Use Policy. . Attract public attention to the key points ofthe Water Restriction Policy. . Comply with DNR requirements. . Encourage water conservation indoors and outdoors. . Key Messages . Outdoor Water Use Policy - Odd/Even Days: Properties with odd addresses (ending in 1,3,5,7 & 9) can water on odd calendar days. . Properties with even addresses (ending in 0,2,4,6, & 8) can water on even days. . No watering (garden sprinkling or other irrigation) is ever allowed between Noon - 6 pm. . Free permits are available for new seed or sod. . Conserve water indoors. . Conserve water outdoors. . Encourage use of City web site for more information. Target Audiences . Farmington residents . Property management companies . People with yards, specifically those that take pride in having a green lawn . 25-55 yr olds Strategies & Tactics . Inform target audience of the policy using a variety of communication tools. . Release a consistent message prior to the "start" of the watering season. . Direct Mail Postcard ';> An 8.5 x 5.5 4-color postcard featuring the "Are you Odd or Even?" message will be mailed to residents in April of2009. Intended to reach residents before the peak watering season. . . The Bridge ';> The Bridge will feature the "Are you Odd or Even?" message consistent with the postcard in seasonally appropriate issues. ~ The Bridge will also feature water conservation messages that are seasonally appropriate. . The Farmington Independent ~ 3.7" wide by 2" "Are you Odd or Even?" grayscale ad will run every other week 5/7/09 - 10/8/09. ~ Display ad for outdoor water conservation in April and in June. ~ Display ad for indoor water conservation in August and November. . Farmington ThisWeek ~ Business card size "Are you Odd or Even?" grayscale ad will run every other week 5/16/09 - 10/17/09. . City of Farmington Community Calendar ~ There is a water use policy reminder on each month from March through October. There are also water conservation tips scattered throughout the calendar. Outdoor Advertising . Billboard ~ "Are you Odd or Even?" message will be placed on a billboard when a desirable location becomes. available. Cable Access Channel 16 . The odd/even image from the front of the postcard will run on the City's Cable Access Channel 16 from May through October. Website . Information about the watering policy will be on the City's website year round. A page with water conservation tips will be added to the website with links to additional resources. Promotional Items . Pens, magnets and other items may be purchased to promote water conservation and the outdoor water use policy at community events (Farmington EXPO, Rambling River Days, Pollution Prevention Day, other opportunities). Events/DisplayslPresentations . (Farmington EXPO, Home & Garden Show, other opportunities) Budget Funding for the promotion of the Odd/Even Outdoor Water Use Policy and water conservation is included in the annual water budget. The Water Board has indicated that an amount equal to or exceeding the amount . collected in fines from outdoor water policy violators should be used to promote the policy.
