We are in receipt of the Administrative Citation for May 20, 2009.
We wish to contest this citation as the vendor was out working on the system.
In response to the odd/even the system is not set up for it to be odd even watering. The
system was not installed with zones installed on odd or even only.
Therefore we are advising you that portions of the system will have to run on even and
some on odd however the areas will only be watered every other day

Dear Farmington Water Board:
On the 21st of May, 2009 at 3:16pm, I received an Administrative Citation for Water Use
Restrictions. It was issued for the address of 19795 Embers Ave by SA with the notes of
12.6.Ben and also noted automatic sprinklers.
I was fully aware of the no watering policy from noon until 6:00pm; however, on May
21 st, there was new sod laid and the sprinkler heads were being adjusted only on the
South side of the house, zones 1, 2 and 3, to cover the new sod and seed.
I have included a copy of the actual receipt dated May 21 st for the new sod laid that day
and the irrigation was on only to adjust the nozzles to ensure coverage.
The only time the sprinklers have been on between these hours were May 18th, 20th and
May 21st during the irrigation install and adjustments due to the new sod being laid.
I did speak to a City of Farmington representative that stated the person that issued the
citation did not see anyone out there working on the sprinklers. I don't know if! was
behind the house adjusting the sprinkler heads or in the garage starting the sprinklers;
however, hopefully based on the receipt from Jirik Sod it will be noted that the sod was
picked up at 12:29pm that day and so the 3:16pm sprinkler adjustment time fits.
Please let me know if you need anything further or if this is something that can be
contested before the Farmington Water Board in an administrative hearing.

Hi Lena~ my name is Tony Carlson and I live with my wife at 19448 Embers avenue in
Farmington... We recently l'eceived an administrative citation via mail on May 20th and I .
have to admit I am slightly upset. I called you on the 25th and told you the mishap in
which this came about. I had my sprinklers on for 15 minutes or so~ to check all the
zones while my neighbor/buddy checked them all. During this time I was cited for
misusing water. If somebody would have came to the door my wife could've told them
what the situation was. I am not sure why this didn~t happen and why it was handled like
this, I believe you told me it is a new procedure. Either way hopefully you will consider
my plea of understanding the situation and I will hopefully hear from you via phone, e-

Dear Sir or Madam,
We are writing in response to an administrative citation we received stating that
we were in violation of the City's Water Use Restriction Policy on June 1. We
wish to contest this citation and would like to request an administrative hearing
before the Farmington Water Board.
We have a 3 year old son who has multiple sprinklerlwater toys. He loves these
toys and plays with them at every opportunity. It was one of these toys that was
observed - via an obstructed view of our backyard - on June 1.
We would also like to add that we have an in-ground sprinkler system that is
programmed in accordance with the City's odd/even watering policy and we
water our lawn only on the days that are permitted.

36 Lilac Lane - Personal Touch Management - Noon - 6:00 Violation

This citation was observed by Bob Zwart, a public works employee. I checked with him and he said that he
did not see anyone working on the irrigation system in the Bristol Square Development that day.
19795 Embers Avenue - Tanissa Feit - Noon - 6:00 Violation
This citation was issued by Steve Arndt, a public works employee. When I asked him if he saw anyone
working on the irrigation system, he said that he had seen someone the day before (June 20th), but he did not
see anyone working on June 21 st.
19006 Euclid Path - Robert Jankovich - Noon - 6:00 Violation
This citation was issued by Rich Girard and a picture was taken. I spoke with Mr. Jankovich and he insisted
that his clock said 6:00 pm. I told him that the patroller would have a watch and a Nextel phone with
accurate time that is updated via satellite and the time on the citation was the same time that was recorded on
the camera. He requested a copy of the picture with time and date and it was sent to him by Lena. Rich
Girard and I double checked to make sure the camera time was correct and it was accurate.
805 1ih Street - Jerome Turner - Odd/Even Violation
Bill Weierke observed this violation and said that no people were in the yard when he saw the sprinkler.
