1. Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Bonar, Franceschelli, Kuyper
Members Absent: Vanderbeck
Also Present: Lee Smick - City Planner, Tony Wipp1er - Assistant City Planner
2. Approval of Minutes
None
3. Public Hearings
a) Ordinance amending Sections 10-2-1 (Definitions) and 10-5-21 (Industrial Park
District) defining Warehouse Retail and conditionally allowing Warehouse Retail in
the IF Zone, respectively.

The City has been approached by Mr. Doug Vinge ofVinge Tile & Stone, located at 20125
Eaton Avenue in the industrial park. Mr. Vinge has a potential tenant for his building who
would like to run an auto parts distribution and retail center. The current IP Zone definition
would allow for the warehousing and distribution portion of the proposed use, but would
not allow for the retail portion of the intended use. Staff does not recommend allowing for
retail use in the IF Zone unless it is as an ancillary component to a permitted use. The
proposed use in this instance would require only 30% of the business to be retail based, and
the remaining 70% would be warehousing and distribution. Staff is recommending that the
ordinance amendment restrict the retail component in this use to 30% of the building's floor
space. The ordinance that is proposed defines Warehouse/Retail Use, and allows this as a
conditional use in the IP District. MOTION by Kuyper, second by Franceschelli to close
the public hearing. APIF, MOTION CARRIED. MOTION by Franceschelli, second by
Kuyper to recommend the proposed ordinance amendment and forward it to the City
Council. APIF, MOTION CARRIED.
