Call to Order Chair Rotty called the meeting to order at 7:00 p.m. Members Present: Vanderbeck, Bonar, Kuyper, Stokes Members Absent: Rotty Also Present: Tony Wippler - Assistant City Planner, Lee Smick - City Planner 2. Approval of Minutes a) August 11, 2009 Regular Meeting Minutes MOTION by Kuyper, second by Vanderbeck to approve the July 14,2009 minutes. APIF, MOTION CARRIED. (The July 14,2009 minutes were approved, rather than the August 11,2009 minutes.) 3. Public Hearings MOTION by Vanderbeck, second by Bonar to open all four public hearings (a-d). APIF, MOTION CARRIED. a) Design Standards - Downtown Commercial District Overlay and Industrial Park District (Cont.) Applicant: City of Farmington 430 Third Street Farmington, MN 55024 The design standards for the Downtown Commercial District (DCD) and the industrial park were discussed previously at the August 11, 2009 meeting. Staff was directed to bring the information to the Downtown Business Association, but due to the holiday the group did not meet. Staffwill be bringing the information to the meeting on September 14,2009. Staff would like to continue this item until the October 13,2009 Planning Commission meeting. MOTION by Kuyper, second by Stokes to continue the public hearing until October 13, 2009. APIF, MOTION CARRIED. b) Ordinance Amending Section 10-5-1 concerning the Official Zoning Map Applicant: City of Farmington 430 Third Street Farmington, MN 55024 Staff will go through the remaining agenda items, but will want to continue the items until the October 13, 2009 so that the commission members and residents have a chance to review all of the information. All applicable property owners were notified of the public hearing. The zoning map is being updated as part of the 2030 Comprehensive Plan Update as required by the Metropolitan Council. The official zoning map would be amended in eight different areas of the city. All property owners were informed about the proposed changes to their individual property, and the zoning information was explained. The first area identified was disregarded because the zoning is already correct. The next area to be discussed is area #2 is 900 Eighth Street; the property is currently zoned high density residential. The building is an apartment complex and is currently zoned R-4 and is proposed to be changed to R-5. The R-4 zoning designation is proposed to be repealed. Area #3 is the Planning Commission Minutes September 9, 2009 Page 2 townhomes on Ninth Street; they are currently zoned R-4 and are proposed to be changed to R-S. Area #4 is the Twin Ponds townhomes and single family lots. This are is currently zoned R-4 and is proposed to be changed to R-3 and R-l. Area #S is located on Ash StreetlHighland Circle. These properties were annexed into the city and as such are currently zoned A-I. As proposed, the zoning would be changed to R-2. Area #6 is the apartment _ complex located at 4345 220th Street. This property is currently zoned R-4 and would be changed to R-S. Area #7 is the area proposed for future industrial park expansion located west of CSAH 31 and north of CSAH SO. This area is currently zoned Industrial and would be changed to IP and B-1. The final area, #8 is the Fairhill Development; this area is proposed to be changed from multiple current zoning designations to Planned Unit Development (PUD). Staffhas identified at least two additional properties that will also need to be addressed once the notices have been sent out. MOTION by Vanderbeck, second by Stokes to continue this item to the October 13,2009 meeting. APIF, MOTION CARRIED. c) Ordinance Repealing Section 10-5-9 concerning the R-4 (Medium Density Residential) Zoning District Applicant: City of Farmington 430 Third Street Farmington, MN 55024 Staff is proposing to continue this item as well. The City Code currently allows for an R-4 mediumlhigh density residential zoning district. During the update to the Comprehensive Plan this zoning designation was eliminated. They are requesting that this zoning designation be repealed from the City Code. There were only a handful of properties under this zoning designation, and there was no clear split between the R-3 and the higher density. In October, staffwill be proposing changes to the R-3 and R-S designations. MOTION by Stokes, second by Kuyper to continue this item to the October 13,2009 meeting. APIF, MOTION CARRIED. d) Ordinance Amendment Adding Section 10-5-20 concerning the Mixed Use Commercial / Residential Zoning District (MUCR) Applicant: City of Farmington 430 Third Street Farmington, MN 55024 Staff has requested that this item be continued. This item would entail the addition of a new zoning designation referred to as the Mixed Use CommerciaVResidential Zoning District. The district would be specific to the Fairhill Development. The 29 acre parcel that is proposed to be commercial at the northwest intersection of 19Sth and TH 3 would carry this designation. The uses within this designation would be fairly flexible. The primary difference between this designation and the B-1 designation would be the addition of design standards. Staff will provide a copy of the fairhill PUD Agreement for the Commissioners for the next meeting. MOTION by Vanderbeck, second by Kuyper to continue this item to October 13,2009.
