Call to Order Chair Rotty called the meeting to order at 7:00 p.m. Members Present: Stokes, Vanderbeck, Bonar, Rotty Members Absent: Barker Also Present: Tony Wippler - Assistant City Planner, Lee Smick - City Planner 2. Election of Officers MOTION by Stokes, second by Bonar to elect Commissioner Rotty as Chair. VOTED FOR: Stokes, Vanderbeck, Bonar, ABSTAINED: Rotty, MOTION CARRIED. MOTION by Stokes, second by Vanderbeck to elect Commissioner Bonar as Vice-Chair. VOTED FOR: Rotty, Stokes, Vanderbeck, ABSTAINED: Bonar, MOTION CARRIED. 3. Appointments to Committees a) Empire, Farmington Planning Advisory Committee (EFP AC) MOTION by Rotty, second by Stokes to appoint Commissioner Bonar as the representative for EFPAC. VOTED FOR: Stokes, Rotty, Vanderbeck. ABSTAINED: Bonar. MOTION CARRIED. b) Castle Rock Discussion Group MOTION by Rotty, second by Stokes to appoint Commission Barker to the Castle Rock Discussion group. APIF, MOTION CARRIED. c) Eureka Planning (Non-existent) MOTION by Rotty, second by Vanderbeck to nominate Commissioner Stokes to the Eureka Planning Committee. APIF, MOTION CARlED. d) MUSA Review Committee MOTION by Rotty, second by Vanderbeck to appoint Commissioner Bonar to the MUSA Review Committee. VOTED FOR: Rotty, Stokes, Vanderbeck, ABSTAINED: Bonar. MOTION CARRIED. MOTION by Bonar, second by Stokes to appoint Chair Rotty to the MUSA Review Committee. VOTED FOR: Stokes, Vanderbeck, Bonar, ABSTAINED: Rotty. 4. Approval of Minutes a) December 9, 2008 Regular Meeting Minutes MOTION by Stokes, second by Bonar to approve the minutes. APIF, MOTION CARRIED. 5. Public Hearings None 6. Discussion a) Finding of Invalidation of CUP & Variance Section 10-3-11 of the City Codes states that if substantial progress has not been made to implement the use of the conditional use permit or variance within one year of their approval, then upon Planning Staff recommendation, the Planning Commission can deem them null and void. Planning Commission Minutes February 10,2009 Page 2 . 1) 621 Elm Street - Jason Stelter The conditional use permit for 621 Elm Street was approved on October 10, 2006 and allowed for the existing structure on the property to be demolished and a four unit townhome structure to be constructed in its place. As of February 10,2009, significant progress has not been made on the project. MOTION by Bonar, second by Stokes to invalidate the conditional use permit. APIF, MOTION CARRIED. 2) 517 1st Street - Installed Building Solutions A variance was approved on September 13, 2006 for 517 1 st Street permitting them to exceed the maximum lot coverage within the B-3 Zoning district by 7% for an office expansion. The applicant is no longer looking to move forward with the project. Staffhas spoken with the owner of this property. MOTION by Stoked, second by Vanderbeck to invalidate the variance. APIF, MOTION CARIED. . b) 2030 Comprehensive Plan Workplan Update Staff provided the Commission with the work plan for the 2030 Comprehensive Plan Update. The Metropolitan Council is currently reviewing Farmington's submittal. On February 25th, or at the first meeting in March, the Met Council will finalize the plan and then return it to the City for modifications if necessary. Staff provided an update on the activities that are part of the work plan for the remainder of 2009. c) Downtown Commercial District Design Standards Update (Verbal) Staff has refined what the Planning Commission hade previously received for the design standards for the Downtown Commercial District. There will be a discussion held with the City's historic preservation consultant to clarify some of his comments. Staff will be scheduling a workshop with the HPC, Planning Commission and City Council to get consensus on the design standards before moving on to formal approval. 7.
