Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Barker, Johnson, Larson, Fitzloff
Members Absent: None

Approval of Minutes
a) November 14, 2006
MOTION by Larson, second by Barker to approve the November 14,2006
Minutes. APIF, MOTION CARRIED.
3.
Public Hearings
a) Bugbee Property - 21030 Chippendale Court, Comprehensive Plan
Amendment from Undesignated to Commercial and Rezone the property
from A-I to B-1 (Cont.)
Applicant: City of Farmington
The property at 21030 Chippendale Court was annexed into the City of
Farmington on November 21,2006. Staff recommends that the property be
rezoned from A-I to a commercial B-1 zoning classification. MUSA is going
through the administrative process and will be heard at the December 18, 2006
City Council Meeting. The homeowners of the property were not present at this
Planning Commission Meeting and there was no one in the audience for
comments.
The following contingencies would need to be met:
1. Subject to the Metropolitan Council approval of the 2020 Comprehensive Plan
Amendment application.
MOTION by Johnson, second by Barker to close the public hearing. APIF,
MOTION CARRIED. MOTION by Larson, second by Johnson to recommend
approval of the Comp Plan Amendment and Rezone. APIF, MOTION
CARRIED.
4. Discussion
a)
The Devney Property - Comp Plan Amendment and Rezone
The property in question, located on the northwest corner of Pilot Knob Road and
CSAH 50, is currently zoned I-I. Mr. John Devney is the owner of the property
and he would like to put the property into the Ag Preserve Program. The property

must be zoned A-I to be eligible for the Program. Commissioner Barker stated
that he would like to know what leeway the Commission has to influence what the
zoning will be when the property comes out of Ag Preserve. Staffwill research
this item. Commissioner Johnson stated that he is concerned about the resulting
reduction of available industrial property if this property is rezoned agricultural.
Commissioner Larson stated that he would like to have staff research the
differences between the Ag Preserve Program and the Green Acres Program. He
stated that he is concerned about losing the option of having this parcel zoned
industrial when it comes out ofthe Ag Preserve Program eight years from now.
Chair Rotty stated that he is concerned with these issues as well as the land
owner's rights. Staff will forward the Planning Commission's Comments to the
EDA at their meeting on December 19, 2006.

Comprehensive Plan Update - Schedule and Procedures
Staffwill be scheduling a meeting to introduce the Met Council process for the
Comprehensive Plan Update. The initial dates that are being considered are
January 10th or January 24th. Representatives from the Met Council and Dakota
County will be present at the meeting to explain the process and give information
on the County's updates. The Commissioners indicated that both days would
work fine for the majority. Staff indicated that the start time for the meetings
would most likely be either 5 :30 p.m. or 6:00 p.m. City Planner Lee Smick also
indicated that January 31 st or February ih may be possible dates for the upcoming
