SUMMARY REGULAR WATER BOARD MEETING Monday, January 25, 2010 7:00 PM Council Conference Room 169 430 Third Street · Farmington, MN 55024 Members Present: Jeff Krueger, Tom Jensen, Allan Maguire Kevin Schorzman, City Engineer; Lena Larson, Municipal Services Coordinator 1) Called to Order: Member Krueger called the meeting to order at 7:00pm. 2) Approve Agenda: The agenda was approved as presented. 3) Approve Minutes - November 23, 2009: Motion by Maguire, second by Krueger to approve the minutes of November 23,2009. APIF, motion passed. 4) Continued Business Staff Present: a) Well Maintenance: Motion by Krueger, second by Maguire authorizing staffto solicit bids for well maintenance for Well 1 and Well 6. APIF, motion passed. b) Water Meter Upgrade Update: There are 20 properties without the upgraded water meters. Two are currently being billed $150 per month, six will be billed $150 per month beginning in February, and 12, currently unoccupied, have the water turned off and will be addressed when the water is turned on. 5) New Business a) Recurring Frozen Water Services: Three properties have recurrent frozen water issues. One will be corrected when the Walnut Street project is done this year. A revised policy was submitted to the Board for approval. Motion by Krueger, second by Maguire to approve the revised Policy on Frozen Water Services with the addition of the word "average" in number 5 as follows: "Water usage will be compared to average daily usage for the quarter immediately preceding the declaration, and the Homeowner will be credited the difference between the average usage immediately prior to the declaration and the average usage during the declaration." APIF, motion passed. b) Water Board Compensation: Based on several discussions with the Water Board, the City Council approved the following compensation for the Water Board effective 2010: i) President: $350/year plus $25/meeting ii) Members: $300/year plus $25/meeting 6) Approve Bills - Finance: Member Krueger made a motion to approve bills from 11/23/09 in the amount of $49,506.81 and from 1/1/10 through 1/24/10 in the amount of$48,863.56, seconded by Maguire. APIF, motion passed. Open Forum a) Municipal Services Coordinator Larson shared that the Farmington EXPO is this Saturday from 9am to noon at the Farmington High School. Promotional water bottles and magnets with water conservation and . odd/even messages will be giveaways. b) City Engineer Schorzrnan stated that the Cathodic Protection System in the Water Tower is not working and sought approval from the Water Board to get an estimate to repair. The Water Board agreed. c) City Engineer Schorzman sought clarification from the Board regarding Clearwire's request to piggyback their antennas with Sprint on the Daisy Knoll Tower - no additional space will be used other than what Sprint is already entitled to. The Board understood and concurred. 8) Adjourn: Motion by Krueger, second by Maguire to adjourn the meeting at 7:40pm. APIF, motion passed. . . . . . POLICY ON FROZEN WATER SERVICES From time to time, water service lines in the City of Farmington become frozen due to deep frost conditions. When this occurs prompt action is needed to prevent major damages. The following outlines the City's policy on responding to this type of problem. 1) Typically the City will receive a phone call of no water available to a property. City staff is to complete a "Citizen Action Request Form" when this call is received. All policies that apply to these forms must be followed. This form is then given to the Street and Utility Foreman with a copy to the Director of Public Works, for implementation. 2) City staff is to respond as quickly as possible to a suspected frozen water service. Contact between the Street and Utility Foreman and property owner (and/or resident) shall be implemented immediately to determine what plan of action is to be followed. 3) The Street and Utility Foreman is to discuss the plan of action with property owner as quickly as possible. Frozen water service lines are typically thawed by connecting a large welder to the curb boxes in the street and interior plumbing. A) If the City and resident agree to share the cost equally at this discussion, the foreman will proceed to have the service line thawed from the main to the structure. It is difficult to determine the actual location of the frozen portion of the service and under this policy the City and property owner agree to share liability. B) If the resident and City do not agree to share the cost equally, the foreman will proceed to thaw the water service line from the main to the curb box, typically at the property line. No attempt will be made to thaw the service line between the curb box and the structure. This portion is the homeowners responsibility. The City will be responsible for all costs associated with thawing the City's share of the service line. (From main to curb box.) It is recognized that the property owner is assuming some risk under option B. If the service is frozen beneath the street, he may not have any costs. If the service is frozen on private property, he may incur more costs on his own. The property owner will be responsible for all costs associated with repairs to a frozen water service under option B. 01/20/10 Page 1 of2 K:\Water\Water Board\AGENDAS\201O\FROZEN WATER.doc 4) The Street and Utility Foreman is to prepare a written report to document what has occurred in responding to the frozen water service. A copy of this report is to be given to the Public Works Director and Finance Department (for billing). A copy of this form is attached. . 5) From time to time, the Water Board may want to consider declaring an emergency situation related to extremely deep frost conditions. Whenever this declaration is made, the Water Board will direct residents to keep one faucet running 24 hours per day to prevent freezing and related costs to a minimum. A credit for this water use will be applied to the water bill of citizens requesting this option. The cost of sanitary sewer treatment will not be credited. (Estimated 10 gpm x 1440 = 14,400 gpd x $1.21/1000 = $17.42/day.) This declaration can only be made between January 1 and March 31 of any given year. The Homeowner must notify the City that they are doing this and requesting credit. The City will read the meter at the start of this period. 6) The Water Board will implement a program to insulate all watermains and service lines to the curb box installed less than seven (7) feet in depth. POLICY ON FROZEN WATER SERVICES From time to time, water service lines in the City of Farmington become frozen due to deep frost conditions. When this occurs prompt action is needed to prevent major damages. The following outlines the City's policy on responding to this type of problem. 1) Typically the City will receive a phone call of no water available to a property. City staff is to complete a "Citizen Action Request Form" when this call is received. All policies that apply to these forms must be followed. This form is then given to the Street and Utility Foreman with a copy to the Municipal Services Director, for implementation. 2) City staff is to respond as quickly as possible to a suspected frozen water service. Contact between the Street and Utility Foreman and property owner (and/or resident) shall be implemented immediately to determine what plan of action is to be followed. 3) The Street and Utility Foreman is to discuss the plan of action with property owner as quickly as possible. Frozen water service lines are typically thawed by connecting a large welder to the curb boxes in the street and interior plumbing. T 4) The Street and Utility Foreman is to prepare a written report to document what has occurred in responding to the frozen water service. A copy of this report is to be given to the ,Municipal Services Director and Finance Department (for billing. if appropriate ). 5) From time to time, the Water Board may want to consider declaring an emergency situation related to extremely deep frost conditions. Whenever this declaration is made, the Water Board will direct residents to keep one faucet running 24 hours per day to prevent freezing and related costs to a minimum. A credit for this water use will be applied to the water bill of citizens requesting this option. The cost of sanitary sewer treatment will not be credited. .This declaration can only be made between January 1 and March 31 of any given year. The Homeowner must notify the City that they are doing this and requesting credit. The City will read the meter at the start and end of this period. Water usage will be compared to average dail usa e for the uarter immediatelv recedin the declaration and the Homeowner will be credi the difference between the\ s e immediatel rior to the declaration and the s e durin the declaration. If the senice is frozen beneath the street, he may not have any costs, If the service is frozen on private property, he may incur more costs on his own. Credit for additional water usage during this time will be handled as in 5) above. Frozen water lines are generally the result of water lines that are too shallow. If it is determined that the City's main or stub is currently too shallow. but that is corrected in the future. no further credits will be given. It is the Homeowners responsibilitv to correct problems related to shallow service lines that are on their property. If the water line re-freezes due to Homeowner not keeping one faucet running. all costs associated with successive thawing operations will be the responsibility of the Homeowner. D- The Water Board will implement a program to insulate all watermains and service lines to the curb box installed less than seven (7) feet in depth.
