Attached are three spreadsheets regarding franchise fees.
1. The first sheet shows how the costs for the 7-year program were calculated.
2. The second sheet shows the split between the percentages of total cost that residential and
non-residential contributed to the program from 2004 to 2010, as well as what that split is
based on the proposed franchise fees. It also includes a modification to the proposed
franchise fees that would bring the percentage split between residential and non-
residential close to what it was from 2004 to 2010.
3. The third sheet shows an example of the difference between what a business would pay
in franchise fees versus what it would pay if it was required to pay the entire cost of seal
coating in the given years. For this example, it is a manufacturing business using Xcel
Energy and it has 8 REV's.
These spreadsheets will be discussed at tonight's workshop.

Budget Work Session - 2011 Budget

INTRODUCTION
This information is provided to update the Council on the results of our discussion at our last
regular Council meeting. The items that are of interest are:
1. Parks and Recreation Department Adjustments
The following chart shows the various reductions that were taken and the total of $23,494
of additions to the 2011 budget that take place as a result of that review.
Puppet Wagon Program $ 850
Program Expense $1,700
Part-time salaries for warming house $6,000
attendants; hire two seasonal staff in summer
for mowing; hire Dakota County Sentence to
Service crew to paint outdoor rinks and remove
buckthorn; maintenance of landscaped areas in
parks and right-of-ways will not occur causing
them to be more unsightly with weeds.
Other Supplies - lines for ball fields and lines $6,638
for flag football will be painted; ag-lime
material will be added to ball fields; wood fiber
for playgrounds purchased; amount of fertilizer
and herbicide will still be reduced causing a
decrease in the quality of turf in parks and
ballfields
Cell phones $1,680
Outside Printing - frequency of Park and $6,026
Recreation brochure to 3 times/year
Rambling River Center building supplies - $ 600
Kleenex, toilet paper, and hand soap
Total added back to the budget $23,494

2. The second item occurred in review of the budget recommendation. $73,000 of expense
relating to the Fire Relief Association was not included in the preliminary budget. What
this means is that expenses need to be reduced by $73,000. In order to make this
correction, the following additional adjustments are suggested for 2011 :
1. A reduction of another employee due to a volunteer layoff in 2011 for $72,900.
2. We are still reviewing options to cover the unemployment expense in #1
(approximately $25,000) and the $23,494 returned to the Parks and Recreation
Department.
Included in this report also is:
1. The Deputy Registrar budget for 2010 and 2011 for your review.
2. Detail of Parks and Recreation adjustments.
