MINUTES
October 26, 2010
6:00 P.M.
CITY HALL CONFERENCE ROOM #169
1. Call to order at 6:00 p.m.
Present: Members Franceschelli, Preece, Dooley, McMillen, Consultant Robert Vogel, Assistant City Planner
Wippler and Administrative Services Director Shadick.
Absent: Member Johnson
2. Approval of agenda
Motion by Dooley, second by Preece to approve the agenda. APIF, Motion passed.
3. Approval of the minutes from October 26,2010.
Motion by Preece, second by Franceschelli to prove the minutes from October 26,2010. Motion passed with a
vote of 3-0-1; McMillen abstained.
4. New Business
a) Use of Hardi-Board in the DT Commercial Overlay District
The owner of Pizza Man Restaurant is looking to expand his business located at 409 3rd Street. The
property is within the Downtown Commercial Overlay District. The main concern is regarding the use of
hardi-board material for exterior siding. The Planning Commission reviewed the site plan and approved it
with the condition that the HPC review the proposed siding. Consultant Vogel stated that the hardi-board
material falls within the concept of allowable contemporary materials. It does not look historic but is
compatible. The overall design of the proposed addition fits in and will enhance the surrounding
buildings. Hardi-board is one of the cast stone products allowed. Consultant Vogel stated that there is no
need to amend the design standards to address hardi-board. Member Franceschelli stated the intent to
send this proposal to the HPC from the Planning Commission was to ensure that what is being proposed
is compatible with the district.
Member Dooley mentioned that she would be in favor of pushing brick fronts to fit and blend in with
existing neighboring buildings.
b) Review Farmington Heritage Landmark Designations
This list was distributed to the commission members. It was noted that 2 properties no longer meet the
eligibility criteria.
c) Consider nominations of Farmington Heritage Landmark Designations
Staff will send the identified property owners a draft copy of the heritage landmark planning report. The
reports will be brought back to the Commission after the first of the year for formal nomination. The
Planning Commission will need to review the nominations as well.
d) National Alliance of Preservation Commissions
Member Franceschelli is a member of NAP. Membership applications were distributed.
5. Continued Business
a) Legacy Grant application for Heritage Resources Interpretation Plan (Historical Markers, brochures, etc.)
Consultant Vogel mentioned that many grant requests for markers are being rejected. Need a good
explanation regarding how they will be used etc, then possibly they will be approved.
Plaques for property owners should be looked at. They can be used to capture an audience from outside
of Farmington.
Member Dooley inquired as to the interest in putting something sort of symbol of designated properties to
represent their designation or perhaps a symbol of street signs that could transfer into and correspond with
designations. Consultant Vogel mentioned that no grants have been submitted for street signs. The signs
cost about $60 a sign. A sketch of the Exchange Bank building fa9ade concept with a street sign would
be advantageous to have.
Consultant Vogel will write a pre-application for the legacy grant. The next cycle of funding starts in
January.
6. Reports
a) Certified Local Government Annual Report
Consultant Vogel mentioned that state law requires one person on the HPC must be a member of the
County Historical Society. Members Dooley and Preece are interested.
7. Adjourn
Motion by Dooley, second by Preece, to adjourn at 7:18 p.m. APIF, Motion passed.
