1) Call to Order: The meeting was called to order at 7:00pm by Member
Krueger.
2) Approve Agenda: The agenda was approved as presented.
3) Approve Minutes - June 27, 2011: Motion by Jensen, second by Kreuger to
approve the minutes of June 27, 2011. Voting in favor - Jensen & Krueger.
Weierke abstained. Motion passed.
4) Welcome New Board Member - Bill Weierke: Member Weierke was
welcomed as the newest board member.
5) Water Use Restriction Citation Appeals
a) Nancy Howard, 19890 Denali Way: Not present, motion by Jensen,
second by Weierke to waive the administrative citation pending verification
of the occupancy date. Voting in favor - Jensen & Weierke. Opposed-
Krueger. Motion passed.
6) Continued Business
a) Well #5 & Well #7 Maintenance Update - Engineering - City Engineer
Schorzman gave an update on the wells. Well #5 is up and running and
Well #7 was televised today and should be back up and running next week.
7) New Business
a) Upgrade Orion Meter Reader - Municipal Services - Motion by Krueger,
second by Weierke to approve the purchase of a new Orion Meter Reader
with the trade-in of the current one. APIF, motion passed.
8) Approve Bills - Finance - Motion by Jensen, second by Krueger to approve
the bills in the amount of $29,444.04. APIF, motion passed.
9) Open Forum:
a) Member Jensen appreciates the City's support oflocal businesses.
b) City Engineer Schorzman distributed the water pumpage report.
c) Member Krueger indicated a possibility of his moving out of the City in the
near future.
10) Adjourn: Motion by Jensen, second by Weierke to adjourn the meeting at
7:58pm. APIF, motion passed.

I am writing in relation to the enclosed Administrative Citation for violation of the City's Water Use
Restrictions Policy on June 28, 2011 at 19890 Denali Way to respectfully request a waiver of this penalty
and/or an administrative hearing before the Farmington Water Board.
In short, we request this waiver because we were not aware of the specific sprinkler settings or able to
control them until the sprinklers went off on the afternoon of the 28th, and we also reasonably (but
erroneously) assumed the prior owner/builder (Trend Homes) had them set in compliance with policy,
as they had been operating for some time prior to us taking possession of the property.
We are new to Farmington and closed on the home at 19890 Denali Way in the early evening of
Monday, June 2th. We had moved all of our belongings into the garage the prior weekend. Due to
delays beyond our control, our closing did not take place as early in the day as planned, and therefore
we were not able to move those items from the garage until the 28th. When the sprinklers went off in
the afternoon on the 28th we realized the prior owner/builder had programmed them in violation of city
ordinance. As soon as we discovered the builder's error we worked to clear a path in the garage to
locate the access panel, we located and read the sprinkler instructions (which also took time), and
figured out how to reset the watering. We did so such that they are now set to run in the a.m. vs. p.m.
and only on even days, in compliance with the policy.
Because we were not even aware of the specific sprinkler settings until the 28th, assumed sprinklers had
been programmed by Trend Homes in compliance with watering policies, and as soon as possible
thereafter rectified the situation in compliance with the City's policy, we respectfully request a waiver of
this penalty and/or administrative hearing. Please advise as to our next steps. Thank you for your time
and consideration and we apologize and regret that this happened in the first place. We look forward to
watering in compliance with policies in the future.

INTRODUCTION
Municipal Services is requesting the Water Board's approval to upgrade the Orion meter reader.
DISCUSSION
The current Orion meter reader operates on a battery pack. Two battery packs are used to read
the whole route and when one battery pack dies we switch to another one on a charger.
Currently, one of the battery packs is not charging, so we have to wait until the dead battery pack
charges. The reader also reads the meters on a slower frequency causing the reader not to pick up
some meters. We have to use the hand held to read some of the meters.
A new version ofthe meter reader connects to a vehicle power outlet giving the reader full power
at all times. The new reader is also on a faster frequency, which will help read all the meters in a
shorter amount of time.
BUDGET IMPACT
The battery packs cannot be rebuilt and a new one is $500. The new Orion meter reader is $3,000
but with a trade-in of our current reader, the cost would be $l ,250.
ACTION REQUESTED
Approve the purchase of an Orion Meter Reader with the trade in our current reader for $1,250.
