September 13, 2011
1. Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Bonar, Kuyper, Franceschelli., Vanderbeck.
Members Absent: None
Also Present: Tony Wippler - Assistant City Planner.
2. Approval of Minutes
a) August 9, 2011 Regular Meeting Minutes
MOTION by Kuyper, second by Franceschelli to approve the minutes as presented.
VOTING FOR: Rotty, Bonar, Franceschelli, Kuyper. ABSTAIN: Vanderbeck. MOTION
CARRIED.
3. Public Hearings -
a) Text Amendment to Section 10-2-1 Concerning Zoning Definitions, Section
10-5-1 Concerning the Zoning Map, and Section 10-5-25 Concerning the
Floodplain Overlay District - City of Farmington
Assistant Planner Wippler explained that FEMA has updated the FIRM (Flood
Insurance Rate Map). Text revisions are mandated by FEMA because Farmington
participates in the National Flood Insurance Program (NFIP), These changes were
reviewed at the April 19, 2010 Planning Commission meeting and were approved at
that time. Due to a legal error concerning the required appeal period for one
community in Dakota County, the ordinance was rescinded. The effective date of this
change is December 2, 2011. MOTION by Franceschelli, second by Kuyper to close
the public hearing. MOTION by Franceschelli second by Kuyper to recommend
approval of the ordinance amendments. APIF, MOTION CARRIED.
4. Discussion
a. Magnificent Me Daycare - Assistant Planner Wippler informed the Board that
the applicants appealed to the City Council regarding the Planning Commissions
denial of the play area. After discussion, the City Council approved the location of
the play area.
5. Adjourn
MOTION by Franceschelli, second by Kuyer to adjourn at 7:15PM APIF,
MOTION CARRIED.
