Call to Order Vice Chair Bonar called the meeting to order at 7:00 p.m. Members Present: Bonar, Kuyper, Franceschelli.,. Members Absent: Rotty, Vanderbeck Also Present: Lee Smick - City Planner, Tony Wippler - Assistant City Planner. 2. Approval of Minutes a) November 8, 2011 Regular Meeting Minutes MOTION by Kuyper second by Franceschelli to approve the minutes as presented. APIF, MOTION CARRIED. 3. Public Hearings- a) Conditional Use Permit - Home Occupation -Barbershop/Salon - Nicole Halvorson - 3251 - 224th St. W. Planner Smick explained that the applicant is looking to operate a one chair salon in her home. It would be appointment only and she would be the only employee. MOTION by Franceschelli second by Kuyper close the public hearing. MOTION by Kuyper second by Franceschelli to approve the CUP. APIF, MOTION CARRIED. b) Conditional Use Permit - Home Occupation for a Chiropractic Office- Dr. Regina Brott - 705 - 9th St. Planner Smick explained that the applicant is requesting a CUP for the operation of a Chiropractic Office. She would be available 6 - 8 hours per week and she would be the only employee. .MOTION by Franceschelli second by Kuyper to close the public hearing. APIF, MOTION CARRIED. MOTION by Kuyper second by Franceschelli to approve the CUP. APIF, MOTION CARRIED. c) Ordinance Amendment to Sections 10-3-6, 10-4-2 and 10-16-18 (F) ofthe Zoning code as they relate to Variances, N onconformities and Shoreland Management Regulations. MOTION by Kuyper second by Franceschelli to close the public hearing. Assistant City Planner Wippler explained that these revisions are necessary to bring the City's Code into compliance with various State Statutes. APIF, MOTION CARRIED. MOTIONby Franceschelli second by Kuyper to approve CUP. APIF, MOTION CARRIED. 4. Discussion Francis Gadhungu came before the Commission to inquire whether the Commission would be in favor of allowing an interim use for an auto repair major use for the property located at 821 - 3rd Street. The property is zoned B-4 and auto repair is neither a permitted or conditional use. Two of the three members would like Mr. Gadhungu to explore other options before applying for an interim use permit. 5.
