Regular Meeting
February 14, 2012
1. Call to Order
Chair Ratty called the meeting to order at 7:00 p.m.
Members Present: Ratty, Bonar, Franceschelli, Kuyper, Primmer
Members Absent: None
Also Present: Lee Smick - City Planner, Tony Wippler - Assistant City Planner
2. Election of Officers
Nomination made by Member Bonar to appoint Member Rotty as Chairperson, second by
Franceschelli ,APIF, MOTION CARRIED.
Nomination by Ratty to appoint Member Bonar as Vice Chairperson, second by
Franceschelli, APIF, MOTION CARRIED.
3. Appointments to Committees
Chair Ratty made the following appointments:
a. Empire, Farmington Planning Advisor Committee (EFP AC) - Member Bonar
b. Castle Rock Discussion Group - Member Franceschelli
c. Eureka Planning - Member Kuyper
d. MUSA Review Committee - Member Bonar and Member Kuyper
All members accepted the appointments and Member Primmer would be the alternate
for all committees except for MUSA whereas Member Ratty will be the alternate.
MOTION by Ratty second by Franceschelli to accept the appointments as assigned. APIF,
MOTION CARRIED.
4. Approval of Minutes
a) January 10, 2012 Regular Meeting Minutes
Minutes accepted as presented. VOTING FOR: Rotty, Kuyper, Bonar, Franceschelli.
ABSTAIN: Primmer. MOTION CARRIED.
b) January 24,2012 Workshop
Minutes accepted as presented. VOTING FOR: Rotty, Bonar, Franceschelli.
ABSTAIN: Kuyper, Primmer. MOTION CARRIED.
5. Public Hearings
a) Interim Use Permit requesting temporary allowance of an auto repair-major and auto
sales use in the B-4 Zoning District. - 821_3rd Street
Chairperson Ratty opened the public hearing. Planner Smick explained that the
applicant is requesting to open and auto repair/sales business at his location. Currently,
there are 8 overhead doors of which the applicant would utilize 4. The applicant
addressed some concerns on conditions that staff was recommending. Don Hunter,
owner of building, stated that the applicant would be allowed one or two vehicles in the
west lot for sale. Member Rotty asked about the east lot. The lawn service business
