Also Present: Ronald Patricia Schones 1) Call to Order: The meeting was called to order at 7:OOPM by President Weierke.. 2) Approve Agenda: Engineer Schorzman pulled item 5a (citation was paid) and asked to have item 5h moved to 5a since the residents were in attendance.Motion by Weierke second by Jensen to approve the agenda with the requested changes. APIF, Motion Carried. 3) Approve Minutes July 23, 2012: Motion by Jensen, second by Snobeck to approve the minutes as presented. APIF, Motion Carried. 4) Water Citation Appeals a. Ronald Patricia Schones 504 11 St.: Ronald Patricia Schones were in attendance and addressed the board. Citation stands as issued. b. He is still waiting to hear back from Sprint regarding the termination of the contract. 6) New Business None 7) Approve Bills Motion Jensen second by Weierke to approve the bills in the amount of $53,666.61 APIF, Motion carried. 8) Open Forum Member Snobeck requested that staff add to the mailed citations, a flyer stating the rules and the availability of a free watering permit. The Board reviewed the well pumpage report. Engineer Schorzman also reviewed the Water Board budget for 2013. 9) Adjourn: Motion by Weierke, second by Snobeck to adjourn at 8:30 pm. Coincidently, at that time my sprinkle system had just sprinkled water, but I turned it off the system promptly. Last few days, it had been raining really hard, which is good, but my sprinkle system does not function properly when it rains. It seems that an antenna is not working properly and it meshes up the pre programmed. It was working before as I had programmed as to come -on sprinkle an odd calendar day. Due to the current incident, I have been turning the system 'On' and 'Off' manually. This is just a device's flaw and caught it in early stage. Thus, I request you to dismiss the citation. I will be controlling manually and watering on an odd calendar day until it has been fixed. Thank you for your consideration. We manage this single family association and the portion of the irrigation that is in the attached picture is ran by the associations controller, which has a billing address of 19500 i Everest path. We are running and odd /even schedule, but the controller was set to an odd day, being it has the billing address as listed above. We have since changed to an even day being city staff mentioned that we may want to follow the closest house address. The irrigation should be addressed; being the builder put our irrigation into their front yard. Miller Date August 2, 2012 Subj: Water Citation I am writing this letter to contest the citation I received for violating the odd /even watering rules. I am currently trying to grow grass in my back yard, side yard and front yard. I have spent a lot of labor doing lawn repairing, seeding, and leveling out low areas. I was told that as long as you are growing grass you could water every day so your grass does not die. I may have misunderstood or it may not have been mentioned during my first conversation with a city employee several weeks ago when I called. I would not intentionally violate a city restriction on watering, especially when I made the effort to talk about my sprinkler system and planting grass seed. I would like to ask the board to void this citation, as I clearly understand from my second conversation with the city that I need a permit, which now has been filed and placed in my window. This is my first offense, I have not owned a home for several years, nor have I lived in Farmington that long, only for about 18 months.
