1. Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Franceschelli, Kuyper, Bonar, Primmer
Members Absent: None
Also Present: Lee Smick, City Planner, Tony Wippler Assistant City Planner
Chair Rotty noted that Planner Smick wanted to add item 4c R3 Zoning District,
discussion about allowing twinhomes.
2. Approval of Minutes
a) August 14, 2012 Regular Meeting Minutes
MOTION by Kuyper second by Franceschelli to approve the minutes as presented.
APIF. MOTION CARRIED.
3. Public Hearings Variance from the minimum lot size requirement within the A -1
Zoning District to allow the creation of a parcel less than 40 acres in size through the waiver of
plat process John Devney, 5788 212 St. W.
Assistant Planner Wippler introduced this request. The applicant is requesting a variance from the
minimum lot size in the A -1 Zoning District. The applicant would like to split off a 13.48 parcel
from an existing 79.82 parcel. The minimum lot size in the A -1 Zoning District is 40 acres. The
purpose of this split is to gift the property with the farm buildings, to his sons. MOTION by Bonar
second by Kuyper to close the public hearing. MOTION by Kuyper second by Primmer to
approve the variance request. APIF, MOTION CARRIED.
4. Discussion
a) Modification to the Tax Increment Financing Plan for the HRA Redevelopment
District No. 2 The City's Economic Development Authority [EDA] is proposing certain
modifications to the Tax Increment Financing Plan for the HRA Redevelopment District No. 2. The
District encompasses 4 parcels making up the City Center development. The modifications proposed
are being completed to reflect the actual increment received to date and expected through the term of the
District and to bring the TIF Plan into compliance with the current Office of the State Auditor
requirements. The Commission is statutorily required to review the modifications and to determine if
the TIF Plan is in conformance with the City's Comprehensive Plan.
Being there are no additional development projects anticipated with this modification, only a budget
amendment to remain in compliance with TIF reporting practices, it is staff's recommendation that the
Planning Commission find the modifications as proposed in the attached TIP Plan are in conformance
with the City's Comprehensive Plan. A public hearing has been scheduled for September 17, 2012 at
the City Council to review and adopt the modifications. The consensus of the commission was to
execute the resolution and forward the recommendation on to the City Council. MOTION by
Franceschelli second by Kuyper. APIF, MOTION CARRIED.
b) Industrial Park standards and use changes. The Commission was generally open to the
idea of allowing more mixed uses within the industrial areas. They also liked the idea of
possibly moving away from the term "industrial" and going with Commerce or Business Park.
Staff will continue to research on this subject and will likely hold a workshop with the Planning
Commission and EDA to have further discussions.
c) Possible Amendment to the R 3 Zoning District Planner Smick noted that the City has
been approached by a developer in the Dawson Meadows area. Currently, a minimum of 3
attached units are allowed in this zoning class. The developer is asking to consider a twin -home
proposal. Townhomes aren't moving very well and there seems to be a better market for twin
homes. Staff feels this would be possible. A text amendment to the City Code, allowing a twin
home in the R -3 zone would be needed. Consensus of the commission was to bring this to the
City Council for consideration of this amendment in October.
