City Engineer Phone: 651 280 -6800 www.ci.farmington.mn.us Summary REGULAR WATER BOARD MEETING Monday, October 22, 2012 7:00 PM Council Conference Room 169 430 Third Street Farmington, MN 55024 Members Present: Snobeck, Jensen Members Absent: Weierke Staff Present: City Engineer Schorzman, Administrative Assistant Miller. 1) Call to Order: The meeting was called to order at 7:OOPM by Vice Chair Jensen.. 2) Approve Agenda: MOTION by Snobeck, second by Jensen to approve the agenda as presented. APIF, Motion Carried. 3) Approve Minutes September 24, 2012: Motion by Snobeck, second by Jensen to approve the minutes as presented. APIF, Motion Carried. 4) Water Citation Appeals a. Jeremy Stees 19844 Dover Drive Not present, correspondence reviewed Citation stands as issued. b. Julie Zandstra —19903 Dover Drive Not present, correspondence reviewed Citation stands as issued. c. Tom Raiolo —18351 Dunbury Circle Not present, correspondence reviewed Citation stands as issued. d. Nathan Hamilton 4516 —196"' St W Not present, correspondence reviewed Citation stands as issued. 5) Continued Business None. 6) New Business a) Rust Issue at 816 9 St. Engineer Schorzman talked to the members regarding an ongoing problem of rust at this address. The Board wants to move forward and see what the City can find by cutting out a section of street and verifying the location of the service line connection to the water main. City Engineer Schorzman noted that public works would do the work and investigate the issue. 7) Approve Bills Motion Snobeck by Jensen to approve the bills in the amount of $31,651.73 APIF, Motion carried. 8) Open Forum a) Discussion focused on the FAA center and how the water lines haven't been flushed in several years. It was suggested that perhaps on a future city project, they could possibly have their line replaced or at flushed. b) September water use was the largest September usage since before 2007. yeaf. c) As an FYI to the board, Engineer Schorzman indicated that an Ordinance will be going to the City Council in November proposing to have utility bills in the name of property owners rather than renters. 9) Adjourn: Motion by Jensen second by Snobeck to adjourn at 7:40 APIF, Motion Carried. I had the sprinkler system completely shut off for a week to conserve water. When I turned the system back on and re- programmed it, I did not realize that I had programmed it incorrectly, causing it to activate on an odd day instead of an even day. I usually always follow the even/odd day water restrictions, and I am normally adamant about conserving water. Is there anyway possible to have this $25 first offense fee waived for a honest mistake? I would greatly appreciate it. I do always try to conserve water, like shutting off my sprinkler system completely for days at a time, or only running the sprinkler system for a portion of the recommended time, and only watering when it is necessary. I was genuinely confused about the date. The city employee witnessed me turning on the sprinkler and then approached me about the water usage. I explained to him my confusion and immediately turned the sprinkler off. It was my understanding the worker was citing me with a verbal warning, so receiving this $25 fine was a major surprise. I understand the fine is a small amount, but due to the miscommunication between myself and the city employee, I am hoping for forgiveness, just this once.
