Call to Order Chair Rotty called the meeting to order at 7:00 p.m. Members Present: Rotty, Franceschelli, Kuyper, Bonar, Primmer Members Absent: None Also Present: Lee Smick, City Planner 2. Approval of Minutes a) September 11, 2012 Regular Meeting Minutes MOTION by Franceschelli second by Kuyper to approve the minutes as presented. APIF. MOTION CARRIED. Chair Rotty opened the Public Hearings 3. Public Hearings a. An Ordinance amending Section 10 -5 -8 of the City Code to permit twin home dwellings in the R -3 Zoning District City of Farmington Planner Smick noted that this topic was briefly discussed at the Sept. 4 regular meeting. Currently, the City Code defines a townhome dwelling as "single family attached units in structures housing three (3) or more contiguous units, sharing a common wall, each having separate front and rear entrances... Staff is proposing permitting twin homes in the R -3 zone. The amendment is being brought to the Commission upon the request of the new owners of Dawson Meadows Townhome development in the northeast corner of Mystic Meadows subdivision. MOTION by Bonar, second by Kuyper to close the public hearing. APIF, Motion carried. The members agreed with the recommendation by staff. MOTION by Franceschelli second by Primmer to recommend approval of the ordinance amending Section 10 -5 -8 of the City Code to allow Twin Home Dwellings as a permitted use in the R -3 Zoning District and forward the recommendations to the City Council. APIF, Motion Carried. b. An Ordinance amending Section 10 -5 -7 of the City Code to increase the maximum lot coverage to 35% in the R -2 Zoning District City of Farmington Planner Smick explained that staff is proposing a 5% increase to the maximum lot coverage requirement in the R -2 Zoning District to 35 It is being proposed to align the district with that of the R -D and R -T districts which are more dense districts surrounding the downtown allowing for minimum lot sizes of 6000 sf for single family homes with a max lot coverage of 35 The R -2 district allows for 6000 sf lots but its max lot coverage is 30 The City received a request from a home builder to look at revising this requirement as it makes it difficult for them to market houses with small or no decks. The 35% increase would allow them this flexibility. MOTION by Franceschelli second by Kuyper to close the public hearing. APIF, Mootion Carried. MOTION by Franceschelli second by Primmer to recommend approval of the ordinance increasing the lot coverage to 35% in the R -2 district and forwarding the recommendation to the City Council for consideration. APIF, Motion Carried. 4. Discussion None 5. Adjourn MOTION by Kuyper, second by Franceschelli to adjourn at 7: 14 PM APIF, MOTION CARRIED.
