INTRODUCTION
The City has been in discussions with the Minnesota Department of Public Safety Driver and
Vehicle Services Division about the possibility of operating a license center at City Hall in
conjunction with QuickServ. After meeting with representatives from the Vehicle Services
Division in October the City was informed that the state believes that our proposed arrangement
constitutes a delegation of responsibility of operating the proposed office which is prohibited by
Minnesota Rule 7406.0500, subpart 1A.
DISCUSSION
City staff is looking for direction from the City Council on whether or how to proceed on this
topic. It does not appear that our current proposal can be tweaked to satisfy the Vehicle Services
Division. Substantial changes would need to be made to address this issue.
BUDGET IMPACT
None.
ACTION REQUESTED
Provide staff with direction on whether or how to proceed on the license center issue.
