Regular Meeting
February 12, 2013
1. Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Kuyper, Franceschelli, Bjorge
Members Absent: Primmer
Also Present: Tony Wippler Assistant City Planner, Lee Smick City Planner
Chair Rotty welcomed Member Bjorge to the Commission. Chair Rotty asked to Postpone
item 6A until March 12, 2013 meeting.
2. Election of Officers MOTION by Franceschelli second by Kuyper to nominate Member
Rotty as Chairperson. APIF, MOTIONED CARRIED. MOTION by Kuyper second by
Rotty to nominate Member Franceschelli as Vice Chairperson. APIF, MOTION
CARRIED.
3. Appointments to Committees
a. Empire, Farmington Planning Advisory Committee (EFPAC) Member Primmer
b. Castle Rock Discussion Group Member Franceschelli
c. Eureka Planning Member Kuyper
d. MUSA Review Committee Members Kuyper and Bjorge
MOTION by Kuyper second by Franceschelli to approve the above appointments as
recommended. APIF, MOTION CARRIED
4. Approval of Minutes
a) January 8, 2013 Regular Meeting Minutes
MOTION by Kuyper second by Franceschelli to approve the minutes as presented.
VOTING FOR: Kuyper, Franceschelli, Rotty, ABSTAIN: Bjorge. MOTION
CARRIED.
5. Public Hearings
a. Variance Request of 732 square feet to construct a 2232 square foot detached garage
within the R -1 Zoning District, Kerry Hanifl, 19927 Akin Road Assistant Planner Wippler
introduced and reminded the board that this applicant received a variance in June, 2012 to
construct a 2000 square foot detached garage. The applicant has decided to add 288 square foot
covered porch to the garage. A suggested condition of approval would be to demolish the
existing stable within one month after completion of the new structure. MOTION by Kuyper
second by Bjorge to close the Public Hearing. APIF, MOTION CARRIED. MOTION by
Franceschelli second by Kuyper to approve the variance with the following conditions: 1.
'demolition of the existing outbuilding must be completed within one month of the date the new
structure passes its final building inspection, 2. the submission and approval of a building
permit. APIF, MOTION CARRIED.

b. Zoning and Comprehensive Plan Guidance of the area Known as the Empire Orderly
Annexation Area, City of Farmington Assistant Planner Wippler presented and reviewed this
issue. Annexation is NOT being discussed. Discussion focused on land use, zoning and guidance of
these areas. MOTION by Kuyper second by Bjorge to close the public hearing. APIF, MOTION
CARRIED. MOTION by Bjorge second by Franceschelli to approve the Zoning and
Comprehensive Plan guidance of the Empire OAA as outlined by staff and forward that
recommendation onto the City Council for their February 19 meeting. APIF, MOTION
CARRIED.
6. Discussion
a. Request to Board of Adjustment for approval of Off Street Parking Lot Colin Garvey
Pulled
b. 2013 Meeting Schedule The meeting calendar was given to the Commission as an FYI.
7. Adjourn
MOTION by Kuyper second by Franceschelli to adjourn at 7:42 PM APIF,
MOTION CARRIED.
