The position was advertised, and several applications were received. After reviewing the applications, staff is recommending that the Board approve hiring Mr. Sean Donohue for the position. Mr. Donohue held this position last year, and both staff and the Board were pleased with his ability to perform the duties of the position. It is anticipated that Mr. Donohue will work between 16 and 20 hours per week (depending on the weather), on a varying schedule (different days, different times of day, etc.) BUDGET IMPACT The advertised rate of pay was $12/hour, and funding for this position was included in the 2013 Water Utility budget. The articles have generated some public discussion about groundwater usage and availability as the metro area continues to develop. I have attached two maps that have been the impetus behind much of the discussion at this time. They are both generated by a computer model that evaluates demand, growth, and assumes the current split between usage of groundwater and surface water for potable water usage in the metro area. They depict anticipated lowering of the water table in the Prairie Du Chien/Jordan (PDC -J) aquifer for 2030 and 2050. All of the City's current and future wells are planned to utilize the PDC -J aquifer for our water supply. At the meeting, additional information will be provided, along with a discussion of the modeling, options other than groundwater, anticipated regulatory changes, and possible measures that could be employed to encourage conservation. We will also discuss how this information may directly or indirectly impact the City's water infrastructure, and opportunities that may exist to work with our neighbors to establish consistency when it comes to groundwater usage in the south metro area. DISCUSSION The inside of the telemetry cabinet at well #1 was damaged by chlorinated water from a broken pipe that was spraying water into the cabinet. Most of the electrical components in the cabinet are now corroded due to the contact with the chlorine and needs to be replaced. We have received estimates from ICS, In- Control Automatic Systems. ICS $11,225.00 In- Control $4,533.00 Automatic Systems $3,321.00 City of Farmington 430. CAPITAL IMPROVEMENT PLAN 5.3 EXISTING WATER SYSTEM CHARGES The current policy of the City of Farmington is to finance trunk water supply, storage, and distribution costs with connection charges and area charges. The current charges are shown in Table 13.
