Call to Order Chair Rotty called the meeting to order at 7:00 p.m. Members Present: Rotty, Franceschelli, Bjorge, Members Absent: Kuyper, Primmer Also Present: Tony Wippler Assistant City Planner, Lee Smick City Planner 2. Approval of Minutes a) April 9, 2013 Regular Meeting Minutes MOTION by Franceschelli second by Bjorge to approve the minutes as presented. APIF, MOTION CARRIED. 3. Public Hearings None 4. Discussion a. Detached garage location Kerry Hanifl 19927 Akin Road Assistant Planner introduced the request by Karry Hanifl. She has received 2 previous variance to this property. One for the size of the garage and the second to add a porch to the garage. Ms. Hanifl is requesting to move the location of the garage to an area on her property that is considered "front yard Ms. Hanifl shared an overhead view of her property and was asking the board what they considered a front yard? Member Rotty indicated it could work. Construction has been delayed until this can be resolved. Consensus was to have Ms. Hanifl apply for a variance and bring to the July meeting. b. Draft Property Maintenance Code The Commission reviewed the draft ordinance and would like to attend an upcoming workshop with the City Council to discuss the ordinance to ensure that everyone is on the same page and understanding of what the ramifications of such an ordinance would have on the community. c. Vermillion River Crossing Development City Planner Smick reviewed with the Planning Commission the concept of Vermillion River Crossings. The Planning Commission agreed that they will remain flexible in reviewing submitted plans for proposed development in VRC. Buildings proposed near Dushane Parkway may be offset from the sidewalk on either side of the street if the developer chooses to do so. The Planning Commission will continue to review a new proposal through the site plan process as required by code. Staff will review the permitted and conditional uses of the Spruce Street Commercial zoning district to determine if conditional uses should be allowed as permitted uses in order to streamline the review process. 5.
