Regular Meeting
June 11, 2013
1. Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Primmer, Bjorge,
Members Absent: Kuyper, Franceschelli

2. Approval of Minutes
a) May 14, 2013 Regular Meeting Minutes Pulled
3. Public Hearings
a. Urban Chicken Permit Application Lerew Kaas, 19380 Embers Ave. Assistant Planner
Wippler introduced the request to the Planning Commission. The applicant meets all requirements
set forth by the Commission for permitting chickens. Member Primmer asked about guidelines for
the structure. Assistant Planner Wippler indicated it must be compatible to principle structure.
MOTION by Primmer second by Bjorge to close the public hearing. APIF, MOTION CARRIED.
MOTION by Primmer second by Bjorge to approve the Urban Chicken permit for the Kaas
residence subject to the following conditions: 1) a renewal permit must be approved for each year
after the initial permit has been approved, 2) A landscape buffer of at least four feet in height be
installed on the southern and eastern side of the coop and run, 3) all other requirements specified in
Section 10 -6 -29 of the City code be abided by. APIF, MOTION CARRIED.
b. Detached garage location Kerry Hanifl —19927 Akin Road Assistant Planner introduced the
request by Kerry Hanifl. Ms Hanifl is requesting to move the location of the garage to an area on
her property that is considered "front yard". Ms. Hanifl measured from the center line of Akin Road
to the corner of the existing house and it was 157 feet. She measured from the proposed structure to
the center line of Akin Road and it was approx.128 feet. Members discussed the uniqueness of the
property. MOTION by Bjorge second by Primmer to close the public hearing. APIF, MOTION
CARRIED. MOTION by Primmer second by Bjorge to approve the variance with the following
conditions: 1) demolition of the existing outbuilding must be completed within one month of the
final inspection of the new structure, 2) the submission and approval of a building permit. APIF,
MOTION CARRIED.
c. Variance to construct an egress stairwell within the required front yard setback 911
Honeysuckle Lane Assistant Planner Wippler explained that the purpose of this request is for
Community Assisted Living, Inc. The need for egress in the basement is a requirement from the
MN Department of Health. The proposed egress stairwell would be in the front yard. The setback
from the roadway is approx. 20 feet. MOTION by Bjorge second by Primmer to close the public
hearing. APIF, MOTION CARRIED. MOTION by Primmer second by Bjorge to approve the
requested variance with the condition that a building permit is applied for and approved. APIF,
MOTION CARRIED.
5. Adjourn
MOTION by Primmer, second by Bjorge to adjourn at 7:37 PM APIF, MOTION
CARRIED.
