RE: Request for Administrative Hearing for Water Use Citation
Your request for an administrative hearing regarding the Administrative Citation been placed on
the next Water Board agenda. The Farmington Water Board's next meeting is Monday, July 22
at 7:00pni and will be in Council Conference Room 169 at City Hall, located at 430 Third Street
in Farmington. Your written request will be submitted to the Board for review and you are
welcome to attend the meeting.

To whom it may concern,
18564 Dunbury Ave was cited with a Water Use Restriction on June 24 2013 at 12:15pm.
We, the homeowners, were out of town the previous weekend when severe storms set the power off.
During this time, the power outage re -set the automatic sprinkler system. When we returned in the
early evening on June 24 we noticed the yard was wet and immediately checked the sprinkler system
which had been re -set to "January 1''', 2000" with the incorrect time.
The error has been fixed. We are upstanding citizens of Farmington with no previous citations. Our
sprinkler system has never re -set during previous outages, but we will monitor it in the future.
We regret that our sprinkler system erroneously went off during restricted water times, but this
instance was beyond our control due to the power outage while we were out of town. We are writing
to contest the citation. We feel this letter has all of the information necessary, but if required we would
be inclined to appeal in front of the Farmington Water Board.

PLEASE READ CAREFULLY
You have. ten (10) business days from the issuance of this notice to remit the penalty
set forth below. Failure to pay the penalty Imposed or request an administrative
hearing within ten (10) business days will result in the penalty amount being applied
to your City utility bill.
The penalty for violating the Water Use Restrictions Policy $25 fob the first offense
in a calendar year, $50 for the second offense in a caiend r.ysar, and $100 for the
third and each subsequent offense in the same calendar year.
If you wish to contest this citation, you must request, in writing, an administrative
hearing before the Farmington Water Board within ten (10) business days.
I understand that by paying this penalty I am admitting to violating the City's Water Use Restrictions
Policy. I also understand that I have a right to an administrative hearing and I waive that right.

At the April 22, 2013, meeting, The Board approved the hiring of Mr. Sean Donohue for the
2013 Water Patrol position. Mr. Donohue has informed me that he is leaving this position. After
reviewing the applications that were received as part of the advertisement process for the original
position, staff is recommending that the Board approve hiring Ms. Sarah Ruggles to fill the
position for the remainder of the season. It is anticipated that Ms. Ruggles will work between
16 and 20 hours per week (depending on the weather), on a varying schedule (different days,
different times of day, etc.)
The advertised rate of pay was $12 /hour, and funding for this position was included in the 2013
Water Utility budget.
ACTION REQUESTED
By motion, approve the hiring of Ms. Sarah Ruggles for the Water Patrol position for the
remainder of the 2013 Water Patrol season.
