Schedule and Work Session Agenda

INTRODUCTION
The Park and Recreation Advisory Commission (Commission) and City Council will be conducting a park
and facilities tour on Monday, August 12, 2013. The Commission at its July 31, 2013 meeting discussed a
schedule and which parks and facilities should be toured. The Commission also discussed which topics
should be discussed during a work session following the tour.
DISCUSSION
Attached is a schedule for a parks and facilities tour that the Commission agreed upon at its July 31, 2013
meeting. The tour is scheduled to leave from the City Hall parking lot at 6:30 p.m. and return to the same
location no later than 7:30 p.m. Immediately following the tour, Commission members would like to
discuss aquatic facility options and 2014 park improvement projects with City Council members. An
agenda for the meeting is also attached.
1. Commission members discussed and identified possible aquatic facility options to consider at
its July 31,2013 meeting. These options included the following:
• Do nothing with the existing outdoor pool until it can no longer be operated and then close and
demolish the pool and do not construct any new aquatic facility
• Continue fixing until a major infrastructure component(i.e. mechanical equipment, supply and/or
drainage plumbing, pool shell,pool deck, and/or bathhouse)breaks and then close and demolish the
pool and do not construct any new aquatic facility
• If existing pool is closed and a new aquatic facility is not built, bus residents to neighboring
communities aquatic facilities
• Continue fixing until a major infrastructure component breaks then renovate, in the current location,
the existing pool's bathhouse, mechanical system, plumbing,pool shell and pool deck.
• If existing pool is closed, demolish and construct a splash pad only with no other aquatic facility
constructed
• If existing pool is closed, demolish and construct a splash pad to bridge the gap until a new aquatic
facility can be constructed
• If existing pool is closed, bus residents to neighboring communities until a new aquatic facility can
be constructed
• If existing pool is closed, demolish and construct new aquatic facility in the current pool's location
• Construct new aquatic facility in new location but continue operating existing pool until new
aquatic facility opens then close the existing pool
• Construct new aquatic facility in new location in partnership with some other entity but continue to
operate existing pool until new facility opens,then close the existing pool
• Construct new aquatic facility in new location but continue operating existing pool and have two
pools being operated
• Construct new aquatic facility and then demolish existing pool and do not construct any type of
aquatic facility in the existing pool's location
• Construct new aquatic facility and then demolish existing pool and construct a new splash pad in
the existing pool's location
Commission members by consensus favored the following blended option:
Construct a new aquatic facility in a more central location, such as Jim Bell Park and Preserve, while
keeping the existing pool open, but if the existing pool has to be closed while a new aquatic facility is
being constructed, bus residents to neighboring communities aquatic facilities until a new aquatic
facility is opened in Farmington and then demolish the existing outdoor pool facility and replace it with
a splash pad so there are two different types of aquatic facilities serving the community in two different
locations
The Commission would like to discuss these options (and more if City Council members have other options
it wishes to consider)with City Council members during the work session.
2. The Commission has also identified two parks that it would like to have improved in 2014.
The two parks and the improvements include:
Fairhills Park: Improvements the Commission would like to see include:
• Remove and replace the existing playground equipment.
• Remove and replace the concrete border.
• Remove the existing sand base and replace with engineered wood fiber to meet safety and
accessibility standards.
• Install new benches around the playground site.
Proposed budgeted amount is $70,000.00 for these improvements.
Hillview Park: Currently the development of a master plan for the park is being undertaken. One of the
major components includes the creation of a sledding hill in the park. In 2014, the Commission would like
to begin the development of the park in keeping with the improvements proposed in the master plan.
Commission members would like to see the following improvements associated with the sledding hill
completed in 2014:
• Benches purchased and installed at the top of the hill
• Trees and understory currently located on the sledding hill be removed and cleaned up
• New park sign installed (sign was previously purchased)
Proposed budgeted amount is $10,000 for these improvements.
