Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Primmer, Franceschelli, Bjorge, Kuyper
Members Absent: None
Also Present: Tony Wippler Assistant City Planner, Lee Smick, City Planner
2. Approval of Minutes
a) August 13, 2013 Regular Meeting Minutes Voting For: Franceschelli, Bjorge, Rotty,
Primmer. Abstain: Kuyper. Motion Carried
Chair Rotty opened the Public Hearings
3. Public Hearings
a. An Amendment to Section 4 -5 -5 (Residential Performance Standards) of the City
Code to address property maintenance Applicant: City of Farmington
Assistant Planner Wippler indicated that the public hearing notice did not relate to the
appeals process and he would like to advertise with the full references.
The Commission withdrew this public hearing for re- publication to include changes to the
appeal process. The public hearing will be held at the Planning Commission meeting on
October 8` The Ordinance is proposed to go to the City Council as a discussion item on
September 16 MOTION by Kuyper, second by Franceschelli to withdraw the public
hearing for this item. APIF, Motion Carried.
b. An Amendment to Section 10 -5 -21 (Industrial Park District) of the City Code to
conditionally allow Recycling Facilities Applicant: City of Farmington A company
has approached the City about purchasing a building in the Industrial Park to recycle
ballasts, lights and some electronics (cell phones, computer parts) as well. MOTION by
Primmer second by Bjorge to close public hearing. APIF, Motion Carried. Assistant
Planner Wippler stated that material is kept inside building and is heavily monitored by the
County. It is not open to the public. If the company did decide to do processing of some of
the recycled materials, this use would still be applicable under the Conditional Use.
MOTION by Kuyper second by Bjorge to recommend approval of the addition of Recycling
Facilities as a Conditional Use. APIF, Motion Carried.

a) Steel Siding and Downtown Design Standards discussion Premier Bank Planner
Smick indicated that Premier Bank is interested in resurfacing their building with steel siding.
However, steel siding is not allowed in the Downtown district. Premier Bank is asking for a
revision to the downtown standards allowing steel. Member Smick and the Commission
discussed the need for "specific" language to what would be acceptable. After discussion, Chair
Rotty indicated that at best a 50/50 chance of change. It was the consensus of the Board to send
this request to the Heritage Preservation Commission before the Planning Commission addresses
this issue.

5. Adjourn
MOTION by Primmer second by Franceschelli to adjourn at 7:33 PM APIF,
MOTION CARRIED.

b) Planner Smick indicated that the Planning Division is reviewing the Zoning code and will
probably be bring items to the Commission for review and comment. The City Council
asked that the entire code be reviewed and updated.
