Conditional Use Requested by Heritage Development for a Vista Telephone Remote Switching Station The attached drawing shows a division of Lot 1, Block 3 and the site plan for the proposed building, parking lot and landscaping. The other half of this lot will be used for a single family dwelling. The snapshots provided of the building are illustrative of what will be built, however, Heritage Development has specific require- ments which can be explored during the meeting. Based upon the earlier discussion of this request, the applicant has asked for a division of the lot. While the west half of the lot would be inadequate for a house, it will easily accommodate the switching station. Both the created lots exceed the minimum 10,000 square foot lot requirements for the R -1 District. Recommendation Approve the Conditional Use Request for a remote switching station on Lot 1, Block 3 of Nelsen Hills Farm. 4. Dexterity Dental Arts 310 Division Street The attached drawing shows additional parking that the owner of the dental laboratory would like to add to the site plan. It amounts to four parking stalls for parallel parking along the circular drive on the east side of the building. The question raised is whether or not the additional parking meets the spirit and intent of the conditional use permit granted for the dental laboratory. The staff is of the opinion that the four spaces in front of the building would not significantly alter the conditional use, particularly if some plantings were introduced between the automobile parking strip and the grass panel. Evaluate the sketch and look at the site before the meeting. b. Dexterity Dental Arts 310 Division Street Sign Dexterity Dental has requested a sign that is approximately twice the size that is currently allowed by the sign ordinance. After looking at the sign proposal, the existing City ordinance appears to be overly restrictive. Because it is a two business structure, the ordinance would allow two 12 square foot signs, however, two 12 square foot signs would not look as good as the two 24 square foot signs that have been proposed. The request, therefore, is brought to the attention of the Commission to see if the ordinance might be changed. A drive through other communities might be in order to achieve a comfort level with larger signs for business uses within residential neighborhoods. Mr. Ihle will be in attendance to discuss the request. c. Department of Natural Resources Response to Planning Commission Recommendation of August 17, 1993. The attached letter indicates that only one minor change needs to be added to the draft ordinance. If acceptable to the Commission, a letter can be drafted which will indicate the schedule of hearings to be held before the amendment is adopted. 1 ,,,X. 1 4 4 Charles Tooker City Planner
