3. Public Hearing Preliminary Plat Dakota County Estates 8th Addition
Dakota County Estates 8th Addition is the next to last phase of the original
P.U.D. It contains 86 single family lots on 18.4 acres for an overall density
of 4.6 units per acre. While lot sizes range between 6,000 and 12,600, most
are close to the minimum size as illustrated in the P.U.D. plan. One element
of the P.U.D. plan not reflected however, is a stub street which is 550 feet from
the southeast corner of the plat on the southern property line of Dakota County
Estates. This places it on the lot line between lots 15 and 16 in block 3.
Corner lots should be approximately 15 feet wider than interim lots to provide
the same size building envelope. In order to accommodate this reality, both
lots 15 and 16 should be eliminated and the lots in the rest of the block
adjusted accordingly. It should be noted that the Stegmaier Farm has been
purchased by a developer and he has already submitted a concept plan which makes
the connection with Dakota County Estates.
A response has been received from the DAkota County Soil and Water Conservation
District. There are no wetlands involved in this plat and comments are
restricted to construction precautions for run off and street surface clutter.
The Fire Chief has asked that the plat be approved subject to comments from
the City Fire Marshall regarding the location of hydrants. The Fire Marshall
will return from vacation just after the Planning Commission meeting. The City
Engineer has not yet reviewed the plat but the staff anticipates that comments
will be limited to engineering detail. Like the other phases of Dakota County
Estates, the plat will be built with 429 financing and the City Engineer's
office will be responsible for construction drawings.
Recommendation
Approve the preliminary plat subject to the addition of a stub street to the
south and comments from the City Engineer, Fire Marshall and the Soil and
Water Conservation District.
4. Discussion Metropolitan Council Response to MUSA Swap Request
The first part of the letter amounts to a fill in the blanks recommendation
to the City Council. The staff Development Committee will review and provide
a possible draft to work with. The last requires some answers from the Council
staff regarding their change in attitude about dealing with borrowing MUSA
land area.
