Approve Minutes December 8, 1992 AGENDA REPORT Planning Commsssion Special December 22, 1992 3. Discussion a. Very Low Density Housing Implementing Standards in Certain Existing Agricultural Districts. The first issue involved in this discussion is the mechanics of implementation as presented in the December 8, 1992 Agenda Report. If this works, What would be the most appropriate way to change the ordinance. The first suggestion which was mailed to the Metropolitan Council for comment involved the creation of a new A -3 Residential Agricultural District. This was proposed without particular reference to the existing zoning map, but generally assumed to be limited to the agriculturally area zoned south of Highway 50. After looking at the zoning map, approximately half of the Agricultural land is at the present time in the A -2 Agricultural Preserve District and will remain so for the next 6 to 7 years. It is also noted that the land area (John Tschols property) which generated the moratorium on urban development within the Agricultural Districts is situated north of Highway 50. Because the very low density housing options will not increase the allowable densities within the A -1 District, another alternative would be to provide this option within any A -1 District. The Zoning Map indicates that the A -1 District is limited to approximately two sections of land. The major disadvantage is that the A -2 Agricultural Preserve land may be under more pressure to switch to the A -1 Agricultural category because of the potential for a patchwork of housing clusters within the Agricultural area. A design that needs to be made therefore is the most appropriate location for the proposed housing clusters. A zoning map is enclosed for consideration prior to the meeting. b. City Design Standards Draft Developed by the Staff for Consideration by the Planning Commission and City Council. If possible, the Commission should go over the draft mailed earlier and call the office if there are questions that should have some staff review prior to the meeting. c. Automobile Storage Question raised by a property owner about utilizing existing buildings in the B -1 District for Automobile Storage. Essentially, a discussion should focus upon appropriate land use within the B -1 District. The objective or purpose of the B -1 Limited Business District as outlined in section 10 -2 -3 is: "intended to provide areas along major thoroughfares for unified commercial centers oriented to serving automobile traffic." Agenda Report continued page 2 It is difficult to become comfortable with the idea that an automobile warehouse will somehow serve automobile traffic. On the other hand, someone mentioned during the meeting that the building is vacant. The decision that comes out of this meeting will need to provide a balance between the image that Farmington wishes to convey both to motoring traffic and the long term economic interests of the land owner. The "East Farmington" PUD,otherwise known as the Sienna Project, may have a significant impact on business activity at this center in the long term. Char es Tooker City Palnner
