Schematic Plan for Elm Park on North Side of Elm Street Between First Street
and the Railroad
Mission Statement Draft Prepared by the City Council

3. Discussion Schematic Plan for Elm Park on North Side of Elm Street Between
First Street and the Railroad
Attached are copies of a schematic plat and a proposed site development plan for Elm
Park Downtown Center proposed by the HRA. The site plan has a number of problems which
need not be discussed at this time. The property must be rezoned and a landscape plan
will be required at that time. In preparation for this, the developer should submit
a drawing showing the location of existing trees on the chance that they may be saved
and incorporated into the plan. So far, very little emphasis has been placed on site
landscaping.
The plat itself is relatively simple. It is a one lot plat with a 400 foot extension
of First Street planned at approximately right angles to it. The primary function of
the street is to provide access to two properties not owned by the HRA and the service
court of the proposed shopping center. The developer has provided a turn around area
which will accommodate a fifty five foot turning radius. This will accommodate all
but the very largest trucks. The proposed street will be built on the former railroad
right of way now owned by the HRA which is within the floodway district. The DNR will
need to be involved when the road grade is set, since filling in the floodway is not
permitted. If the flooding questions can be answered, there should not be a problem
for the HRA to proceed with preparation of a preliminary plat.
4. Discussion Mission Statement Draft Prepared by the City Council
The attached Mission Statement is being circulated by the City Council for input by
various City agencies. I have added two items to the physical development statements
under "City All statements should be evaluated and we will forward comments after
the meeting.

6. Discussion Illegal Home Occupations
Several illegal home occupations have been observed by the Police Department on a regular
basis. License plates which have been observed have been traced and the owners asked
about the reason that the vehicle was parked at these various locations. Each time
the response has been that a friend was helping correct some mechanical problem. A
question raised by the Police is whether or not the Planning Commission would be willing
to participate in a program designed to bring about a better understanding of the rash
of mechanical friendships.
