Conditional Use Request by Sanford Hospital and River Valley Clinic for Clinic
Attached to Northwest Corner of Hospital
River Valley Clinic plans to lease land from Sanford Hospital on which to place a new
clinic building attached to the hospital and served by a ninety three car parking lot.
The project will require one additional entrance onto County Road 72 and will increase
the rate of runoff onto State Trunk Highway No. 3. The applicant has asked MnDOT for
a temporary emergency vehicle access from Highway 3 during construction. As of this
writing, neither the Minnesota Department of Highways nor the Dakota County Department
of Highways has responded to staff requests for comments on this proposed development.
The proposed clinic will add 10,948 square feet to the building mass of the hospital.
As such it is required to add 44 off street parking spaces. The plan shows 62 with
an additional 31 which likely will be designated staff parking. The new structure will
eliminate approximately 31 existing staff spaces plus five spaces now available to
hospital visitors. The parking spaces are based upon a 9 x 18 foot module which is
satisfactory. The combination of aisles for moving traffic and parking spaces is less
predictable. In front of clinic building, the double loaded parking aisles are 60 feet
in width, whereas the aisle serving the emergency room is 68 feet. This may be wider
due to providing service for the emergency vehicles. However, the two single loaded
aisles measure 41 feet and 46 feet respectively. It would appear that a more standardized
measurement would reduce the amount of bituminous surface slightly, thereby reducing
construction and maintenance costs.
Another question regarding the parking lot layout is the relatively small radius used
both on the outside and inside curb of the right angle turn in front of the Clinic
into the parking aisle leading toward the emergency entrance. An inside curb radius
needs to be approximately 15 feet, whereas the outside radius will be served better by
a radius approximately 40 feet.
Parking meets the requirements of the zoning ordinance and in the process does eliminate
a substantial number of trees. However, the applicant has made an effort to minimize
the amount of tree cover eliminated and will add 15 green ash trees, 1 honey locust
and 6 flowering crabs. The plan also indicates a foundation planting of some undetermined
shrubbery. The approved plan for this conditional use should identify all plant species
and the amount of the material to be used.
Early in March, City Engineer Tom Kaldunski indicated four concerns regarding the design
of this project. (See attached memo.) The applicant agreed with these suggestions
with the exception of the items related to both the State and County Highway Departments
which, as noted above, have not yet responded to this project. The planning staff has
also noted some concern about the aesthetics of attaching a new building to an existing
structure. The architect has responded by providing some exterior detailing in the
brick work near the roof line to reflect a similar detail on the hospital, but neither
the elevations, nor the perspective sketch provided, indicate how closely this relates
to the existing structure. Some additional drawings would be helpful in assuring that
the two structures will blend.
One final question relates to the prefinished blue panels used to cover the facing of
the raised roof areas on all sides. While a specific identity for the clinic portion
of the building is understandable, the bright blue splash of color is in sharp contrast
with the existing building. This addition of color will preclude its blending with
the original structure. Commission members are asked to look at the existing building
and reflect upon the desirability of this push for a separate identity.
Recommendation
Approve the Conditional Use request for a clinic extension to the Hospital subject to
the design questions raised and a response from State and County Highway Departments
regarding access and drainage.
PUBLIC HEARING 7:20 P.M.
Conditional Use Request by Francis Valek, 607 Oak Street, to Build a 990 Square Foot
Garage
Mr. Valek previously presented an informal request to the Commission regarding his
potential purchase of a 70x100 foot portion of an adjoining lot to the west of his
home. The purpose of the acquisition was to build additional storage for a boat
and RV, plus smaller equipment used on his property. The Commission had some questions
about the need for a garage large enough to require a Conditional Use permit, but did
not discourage him from acquiring the property. The intent from the beginning was to
build a 1000 square foot facility, even though an 800 square foot building is the maximum
allowable permitted use.
The only questions that appear to be pertinent at this point concerns the height of the
proposed garage and the continued need for both the 18x25 and 12x18 foot buildings.
There is no doubt that both structures are necessary to the applicant before the 990
square foot structure is complete, however, thought should be given to a timetable
for removal of the two smaller buildings. The larger of the two buildings does not
appear to be in very good shape.
Recommendation
Approve the conditional use subject to a reasonable understanding about the status of
the two smaller storage buildings and some indication of what the proposed 990 square
foot building will look like.
4. DISCUSSION
Discussion /Recommendation Regarding Second Street Parking Lot Feasibility Report
Enclosed is a copy of the Second Street Parking Lot Feasibility Report for Commission
review and comment. The City Council would like some response prior to their anticipated
public hearing on April 15, 1991.
Discussion Various Zoning Ordinance Amendments
The draft proposed Zoning Ordinance amendments previously discussed have been amalgamated
into one document for your further consideration. Nothing will be done about the
requested radio tower until the station has negotiated successfully for land within
Farmington. The request for some adaptation to the Conditional Use process regarding
accessory structures will be drafted as a policy to be used by the Commission on an
experimental basis before any recommendations are made to change the Zoning Ordinance.
Discussion Summary of Council Workshop
Chairman Hanson has asked for some discussion of the docuement before the Council,
Planning Commission and HRA meet on April 20, 1991.
