a. Conditional Use Adult Housing on Lots 10 -13, Block 17, Original Town of Farmington
Fees have been paid for the Building Permit, Plan Check and State License. The HRA
Development Contract is currently being reviewed by the Developer. A signed contract
is anticipated by the HRA Director within two weeks. Permits are being held until
construction begins at which time the WAC, SAC and Storm Water Management fees are
also due. Funding is being secured from Premier Bank and they stipulate that interest
in all 42 units shall be documented before the loan is authorized. They will release
funding where half of the units have money down. The developer has 20 names of in-
terested individuals before the apartments have been advertised. HRA Director Henricks
has stated that construction will begin in March.
b. Sanibel Island Restaurant Greg Brinkhaus
The attached letter an copy of minutes was mailed on Friday. If there is a response
before the meeting, staff will bring it to the meeting for informal discussion.
Currently there are two faces to the sail banners, a Sanibel Island sign, a restaurant
sign and a message board for large lettering.
c. Larry Jurgenson 5520 Upper 183rd Street
The informal discussion of a requested variance by Mr. Jurgenson held by the Planning
Commission in March brought John McBrien into the office for a visit with Administrator
Thompson. The entire topic was discussed by the Staff Development Committee with the
City Attorney present. Attached is a letter to Mr. McBrien explaining the current
status. Mr. Jurgenson has decided to proceed with a formal request and the public
hearing will be set for the regular January meeting.
4. DISCUSSION COMPREHENSIVE PLAN DRAFT
Comments of the Commission during the November meeting have been addressed in the
attached draft. The pages are now numbered and the next step would be to prepare
the document for distribution to the City Council and to the Metropolitan Council
staff. Formal mapping will be necessary to get the document to the Metropolitan
Council and action by the City Council will be deferred until the Council staff has
prepared its response.
