DISCUSSION BIBLE BAPTIST CHURCH WAIVER OF PLATTING REQUEST The attached memorandum will be discussed with representatives of the Church prior to the meeting. If they decide to negotiate further with Mr. McNamara, this item may be pulled from the agenda. If they decide to move the discussion to the City Council, a Planning Commission recommendation will be necessary. 4. DISCUSSION JERRY HENRICKS PRESENTATION OF COMMERCIAL /RESIDENTIAL DEVELOPMENT NORTH OF ELM STREET 5. DISCUSSION CONDITIONAL USE TREATMENT OF OFF PREMISE DIRECTIONAL SIGNS Farmington Floral is the only business currently using the off premise directional sign option. There have been other inquiries about the procedure, but because of cost, no formal applications have been presented. From an urban clutter /visual pollution point of view, the ordinance is working perfectly. However, the owner of the greenhouse be- lieves that this business is being double taxed since the State of Minnesota also charges a fee for roadside signage. In checking with other communities, including both Prior Lake and Bloomington, the requirements are the same as those in Farmington. In Plymouth off -site directional signs are only available to non commercial uses on private property which faces collector and arterial streets. Section 4 -3 -2 (12) allows one double faced sign of twenty five square feet for any use based upon a conditional use permit that is issued for one year only. Staff does not believe that this is an excessively restrictive requirement that would require an amendment to the Ordinance. If the Commission agrees, staff will notify Farmington Floral that their existing off site directional sign must come down. 6. DISCUSSION ZONING ORDINANCE HOUSEKEEPING AMENDMENTS The proposed ordinance presented last month has been expanded and is attached for your review.
