Discuss with Harvey Snyder the potential platting of the Berglund holdings on the north side of Highway 50. 6. Discuss a revised draft of the proposed Sign Ordinance. RECOMMENDATION RECOMMENDATION AGENDA REPORT PLANNING COMMISSION AUGUST 20, 1985 1. Approve Minutes of July 16, 1985 2. The request by Jay Christensen to place a manufactured home close to his own residence raises questions about the direction of development standards in Farmington. The 160 acre farm was placed in the Farmington Agricultural Preserve District. A recent interpretation of the ordinance suggests that a 160 acre farm can have a maximum of four housing units located anywhere accessible by public roads. The existing zoning ordinance requires that the residents of/manufactured homes must be involved in the farming operation. rural "10 -1 -3 Rural Manufactured Home: A manufactured home permitted as an accessory use for agriculture in the Agricultural and R -1 Districts to be occupied either by members of the family or hired help who are employed full time in the agricultural operation." The present draft of the proposed revision to the Farmington Zoning Ordinance has eliminated rural manufactured homes on the basis that the City now has an area that, in theory, can accommodate individually owned Manufactured Homes. In practice, however, it appears that none of the area within Dakota County Estates is available to owners of Manufactured Homes. The Christensens are investigating this option since it represents the least expensive and most convenient way to help a child achieve a level of indepen- dence that otherwise may not be possible. Ask Mr. Christensen if his daughter will in some way be involved in the farming operation. If she is not, the Commission cannot grant the requested Special Exception and a public hearing should not be scheduled. 3. The request of Mark Grundman for a variance and special exception was guided by staff but suffers from a miscalculation of land area. The lot is unplatted and the calculation included street right of way suggesting that 7.5 units would be possible on the site. By eliminating the street, a total of 6 units would be possible without need for a variance. The existing building is a triplex converted from a single family unit many years ago. Mr. Grundman is requesting an addition of 6 units once he has removed one of the existing units for a total of eight. If he removes one unit, a four unit addition can be constructed in a way that would blend with the existing structure. Advertise a public hearing for a special exception to create a six unit apartment building at 808 Second Street in Farmington. 4. The previous Planning Commission recommendation to rezone most of Westview Acres from R -3 High Density District to R -2 Medium Density District left the McLain Farm and the existing apartment building on Ash Street as R -3. The City Council has asked the Commission to review this recommendation in view of the small area which remains R -3. The actual recommendation came out of a concern of the Planning Commission that the McLain property should have the option of high density development that allowed Westview Acres to develop as it has. This is important since Lot 4 of the Replat of Westview Acres First Addition was developed at a high density. A change in present zoning would be a disservice to the McLain Farm since a lower density could significantly lower the value of this farm. RECOMMENDATION Forward a recommendation to the City Council that reaffirms the existing zoning. 5. The developer is interested in a discussion by the Planning Commission re- garding requirements for development of the Berglund property north of Highway 50. 6. Continue discussion of the proposed draft of the Farmington Sign Ordinance.
