2 Public Hearing 7:00 P.M. Howard Anderson for G T Trucking.
The Main Street Elevator has negotiated a sale of the bulk oil storage portion
of its business situated on lots 4 5, Block 25 on the original plat of
Farmington. The buyer G T Trucking, is only interested in the business if the
storage capacity can be expanded. The proposed use is for storage of drain oil
and diesel fuel. The property is zoned B -3 Heavy Business, which includes pet-
roleum products bulk as a special exception. Section 2 -4 -4 A -F and by reference
2 -4 -5 include all the criteria which need to be met in granting a Special Ex-
ception. The tanks currently in use, while old, were moved to the present site
within the past 5 to 10 years and apparently were acceptable to the Planning
Commission at that time. The applicant will be prepared to discuss the above
noted criteria at the public hearing.
RECOMMENDATION
Approve the Special Exception subject to the submission of a site plan which
meets the yard area restrictions for this district.
3. Public Hearing 7:30 P.M. Doreen and Raymond Larsen
The variance requested is based upon the existence of two buildings which have
been on the site for approximately 30 years. The entire parcel contains approxi-
mately 7,000 square feet. The contract for deed sale describes a lot area of
2,100 square feet. The resulting division therefore, would create two substandard
lots. While the applicant has indicated that the buildings are separate, it is
necessary for the first building owner to use the stairs of the second to gain
access to the second floor and in reverse the second owner to gain rear access
across the open lot of the first. These easements are described in the contract
for deed. It is the opinion of staff that the buildings therefore are inter related
rather than separate structures. The issue involving a variance is the basic lot
size in the B -2 District which was established in 1971. Any parcel created since
that time has been at least 5,000 square feet in size. Section 2 -4 -3 requires
that subdivisions A C are satisfied prior to granting a variance.
RECOMMENDATION
Information presented with this request does not appear to justify granting a
variance.
4. The Dominium Group is planning 37 parking places for a 37 unit residential struc-
ture. The special section developed for the original housing for elderly project,
Spruce Place, does not mention parking but a variance was granted to accomodate
this project. A similar action will be required to accomodate the Dominium pro-
posal. It should be noted that many contemporary ordinances recognize the need
for fewer spaces involving elderly and use one space or less as the basic require-
ment. Spruce Place provides fewer than one space per unit.
RECOMMENDATION
Schedule a Public Hearing at 7:00 P.M. on May 15, 1984 to discuss a parking vari-
ance for the Dominium Group.
