4. Request for Special Meeting to discuss Terra Second Addition Pre-
liminary plat on June 5, 1984.
5. Request for Public Hearing by Clyde Thompson for side and front yard
variances to add a third bay and pump island canopy to existing Stan-
dard Station at the intersection of Highway 3 and 50.

1. Approval of Minutes of April 17, 1984.
2. Public Hearing 7:00 P.M. Dominium Group Special Exception
Elderly and Handicapped Housing is a listed Special Exception in the B -2 General
Business District. Of all listed requirements in Section 2 -4 -4, A -F, the only
paragraph that is subject to question is (C). the developer to date has not sub-
mitted a landscape plan indicating the type and location of plant materials to
be included on the lot. However such a plan will be submitted prior to the
meeting. The placement of the building on this lot shows front and rear yards
of 33 feet on Spruce Street and the alley and a 5 foot front yard facing Fourth
Street. The ordinance requires no front, side or rear yards in the B -2 District.
The parking lot shows 31 automobile spaces for 37 apartments which is less than
the ordinance requires and subject to a request for Variance as described below.
RECOMMENDATION:
Approve the Special Exception subject to submission of a landscape plan as out-
lined in Section 2 -4 -4 of the City Code.
3. Public Hearing 7:00 P.M. Dominium Group Variance
It would be possible to add two more parking spaces to the lot proposed in the
attached site plan. However, two spaces might be less beneficial both to resi-
dents of the apartment project and the City than a well designed landscape plan
to shield the parking lot from the street and adjoining property. As mentioned
in the previous agenda report, Spruce Place includes only 21 spaces for approxi-
mately 60 units. The parking lot is rarely full and if it is, the street right
of way offers spaces on both sides. Many current ordinances and a draft revision
to the Farmington Ordinance will stipulate less than one off street parking space
per unit for elderly housing. A concern mentioned prior to establishment of this
hearing has been parking access at the rear of business buildings fronting on
Third Street. This site plan leaves a ten foot wide space between the parking
lot and the rear property lines of Third Street frontage. This will be ample for
limited in and out traffic if allowed by Dominium. The Staff believes that the
City should not be involved in the access question since at least two property
owners have an easement for this purpose immediately to the west of the Dominium
property. The existing ten feet shown on the Dominium Site Plan should be devoted
to tree and shrub plantings.
RECOMMENDATION:
Approve a Variance to reduce required parking by 43 spaces because a small per-
centage of elderly residents will own anautomobile.
4. Request Special Meeting to discuss Terra Second Addition Preliminary Plat.
Terra Second Addition has been submitted by Ford and Blaisdell incorporating Staff
suggestions for right angle intersections and a curved street alignment for Euclid
Way. It has been distributed to various City and County agencies for comments
with a request to respond on or before June 5, 1984.
RECOMMENDATION:
Establish a special meeting on June 5, 1984 to discuss the preliminary plat of
Terra Second Addition.
5. Request Public Hearing for front and rear yard variances by Clyde Thompson.
The previous owner secured a 10 foot side yard variance on the north side of the
lot to add one 15 foot wide service bay to the existing Standard Station at the
intersection of Highways 3 and 50. It was based upon the assumption that such
an addition could be built without encroaching on the east property line. The
current owner insisted upon a survey prior to purchasing the business and found
that such a bay will also require a 3 foot side or rear yard variance before it
can be constructed. The new owner would also like to construct a canopy over
the service islands closer than 50 feet to the right of way of State Highway 3.
RECOMMENDATION:
Establish a Public Hearing at 7:30 P.M. on June 5, 1984 to discuss the requested
variances.
