AGENDA REPORT PLANNING COMMISSION REGULAR JUNE 19, 1984 1. Approval of minutes June 5, 1984 2. Dakota County Estates Second Addition Preliminary Plat. The enclosed copy of the preliminary plat includes all suggestions made by the staff during preliminary discussions with the exception of a stub street which would provide future access to the east. The project engineer decided to omit this connection since the east property line is rather close to the flood plain. Staff is of the opinion that the connection should be included even if the property is not developable since permanent open space is of little value if access to it is either difficult or im- possible. The developer has agreed that Lot 21, Block 2 will be converted to a stub street which will provide whatever access is necessary to the land area immediately to the east. There will be 166 lots in the plat. The park dedication is as requested by the City Park Board and the developer will contribute cash for whatever portion of the open space requirement has not been met by this land area. The City Engineer is reviewing engineering plans submitted by the Developer and the Dakota County Soil and Water Con- servation District has indicated that, like the original plat, this site is troubled by an extremely high water table. However, the housing already built in the original plat has had no problem with wet basements even though surface water has been excessive in the recent past. RECOMMENDATION: Approve the preliminary plat subject to the incorporation of advisory comments from the City Engineer and recommend that the City Council schedule a public hearing during the month of July.
