1. Approval of minutes, July 17, 1984
2. Vogel Outdoor Advertising Request for Variance.
This request is based upon three existing signs, the most recent of
which appears to have been erected in 1981, by Vogel Outdoor Advertising.
The difference is that the proposed sign will be located at potentially
one of the busiest intersections in Farmington whereas those that exist
are well away from any cross streets. The attached sketch identifies
the approximate location of the existing signs as well as the one proposed.
Currently the zoning ordinance and the entire city code is being reviewed
to eliminate conflicting requirements. For example, Section 10 -10 -7 (1)
would appear to preclude any billboards in Farmington, whereas Section
10 -7 -1 (1) provides for billboards and ground signs as permitted uses
in the I -1 District. One major change would be to put all references to
siggs into a separate sign ordinance. It would be the recommendation of
staff that billboards continue to be allowed in the industrial district
but under more strict requirements than are now in place. A minimum
spacing requirement will come into play as well as a minimum distance from
any public street intersection. It will also contain language which out
lines minimum standards of upkeep. One of the existing signs in this area
is not being maintained in a way that brings credit either to Farmington
or the outdoor advertiser.
RECOMMENDATION
Advise the applicant that a variance is not warranted based upon Section
2 -4 -3 of the ordinance.
3. Bernard Murphy Dar -Lin Investments Request for Subdivision Waiver
The letter from Harvey Snyder describes a portion of what logic would
suggest Dar -Lin Investments is looking for and includes land that Murphy
probably is not willing to give up. At this time, staff is making the
assumption that Dar -Lin would like the shaded area in order to provide for
the expansion of Duo Plastics. Snyder's next to last statement is based
upon a discussion held with staff without reference to the plat. The real
situation is that when Murphy purchased this property, the airstrip, house
lot and railroad right of way were incorporated into the property description
of the large parcel situated immediately to the east. Since it is not now
a separate parcel, the Planning Commission may create a new parcel measuring
approximately 334' x 400' immediately east of Duo Plastics for the purpose
of a plant expansion.
RECOMMENDATION:
Allow a subdivision waiver based upon an earlier division of approximately
the same land area and no need at this location to reserve an opening for
a street to the north.
