1. CALL TO ORDER 7:00 P.M.
2. APPROVE MINUTES JANUARY 21, 1986
3. PUBLIC HEARING: 7:00 P.M. Request of Darrel Franke
for a variance to construct a garage within 3 feet of
property line. (Mr. Franke has requested that the
hearing be continued until March 18, 1986 because of
prior vacation plans.)
Public Hearing: Darrel Franke has asked for a continued hearing on his requested
variance to build a garage within three feet of the alley north of his property
at 212 First Street, as he will be on vacation during the time of the advertised
hearing. The hearing may provide an opportunity for members to explore Section
2 -4 -3 of the Code with respect to the tree which Mr. Franke indicates is the
reason for moving the garage close to the alley. One factor that could bear on
an eventual decision is that in order to build the garage outlined in this request,
an old garage which sits on the alley right of way line will be removed. Therefore,
salvaging the tree becomes the only possible justification for granting the re-
quested variance, and without it, the Planning Commission may be put in the position
of responding to requests for two garage additions resulting in a garage on the
alley line rather than three feet from it.

Continue the hearing until 7:00 P.M. on March 18, 1986 when Mr. Franke will be
present.
Minutes: The minute book has been altered to show that it was Mr. Gerten not
Mr. Gerster who was absent from the meeting of January 21, 1986.
Zoning: The City Council has advertised its Public Hearing on the Zoning Ordinance
for February 18, 1986. Members of the Commission are encouraged to join this
meeting at the close of the planning agenda.
