AGENDA REPORT PLANNING COMMISSION REGULAR AUGUST 19, 1986 1. Call to Order. 2. Approve Minutes July 15 29, 1986 3. Lee Hawkins 105 Oak Street Upon complaint by several neighbors regarding the loading and unloading of a fast food /beverage trailer late at night, the Zoning Administrator has ruled that a business is being conducted at 105 Oak Street. As stated in the attached letter from the Zoning Administrator, the owner was requested to obtain a home occupation special exception. By tele- phone, Mr. Hawkins indicated that no business has been conducted at this address and that the trailer is merely being parked on site between "Fairs He also suggested that difficulty with a neighbor probably initiated the complaint. Enclosed is a copy of the written complaint by Mr. Kuchera. Section 10 -8 -4: Appeals of the Zoning Code outlines the procedure being followed. It is left to a judgement by the Board of Adjustment as to the way in which the matter should be handled. It does raise questions about any business service in the community which requires a separate vehicle and the manner in which the vehicle can be prepared for the next "job If the Board decides in favor of the Zoning Administrator, Mr. Hawkins would be required to seek a Home Occupation Conditional Use or eliminate the offending vehicles. 4. Farmington Hills Preliminary Plat The Zoning Administrator asked me to contact Harold Israelson regarding the interest of this development group to appear before the City Council on August 18, 1986. After checking with principals of the group, they decided to skip the City Council session and appear before the Planning Commission instead. Further information has not been supplied but Mr. Israelson indicated that the partners would be meeting with representatives of the Akin Estate. 5. Robert Stegmaier Concept Plan 60 acres Harold Israelson has submitted two schematic plans for consideration by the Planning Commission. The City staff has discussed both proposals and has several concerns. The City Engineer would like the developer to recognize future realignment of County 31 to a straight north /south location between 190th and 195th Streets. When this occurs, the Stegmaier property could be directly linked with the developing area to the south known as Farmington Hills. In addition, both the Zoning Administrator and the Planner would like the stub street shown in Farmington Hills plat to be extended northward into the Stegmaier land to enhance neighborhood development. This may represent a contradiction in advice previously given since such a street will traverse slopes in excess of 20 The Park Director has asked for a dedicated park of approximately 5 acres to serve both the Stegmaier land a a portion of Farmington Hills as a neighborhood facility. He has indicated a preference for a land area that includes both flat surfaces for active recreation as well as sloping land with mature tree cover. The Planner is currently working on a concept which incorporates these suggestions. A proposal will be available at the meeting for Commission discussion. Charles Tooker Planner CT /mh
