3. Lee Hawkins Continuation of Appeal July, 1986
The attached letter brought Mr. Hawkins into talk with the building
inspector about fencing height requirements, but no further contact
with staff has been initiated. The time of year suggests Mr. Hawkins
limited interest in developing a plan. He has already indicated
that winter storage of commercial vehicles is off site. The Board
said on October 21, 1986 that an approved screening plan will be
necessary for vehicles to be parked at this site. Possibly, the
best way to resolve this question is for the Board to notify Mr. Hawkins
and the interested neighbors that parking of commercial vehicles
at this site will not be possible until a screening plan has been
approved and the proper screening is in place.
4. Roopraj Oudhraj 7:15 Continuation of Conditional Use Hearing
The attached letter has brought no response. Staff has telephoned
for a reaction but without success. Because we are dealing with a
relatively scarce resource, namely property zoned for commercial use,
high development standards need to be maintained. Unless a relatively
sophisticated site plan can be produced, the Commission has no basis
for approving the requested conditional use.
5. Jack Benedict Report on Meeting with Strip Center Neighbors
Mr. Benedict has indicated that a meeting will take place later
this week and that he will be able to discuss reactions with
staff and /or the Commission.
6. Preliminary Plat District 192 Elementary School Site
Because the dedication of right of way along the proposed extension
of Pilot Knob Road, 195th Street and Akin Road will be substantial
and extensive on site grading also will be significant, staff has
suggested that a one lot subdivision should be created for this school
site. The project Landscape Architect, Roy Anderson, has been working
with the City Engineer on utility services for the site and the size
of a ponding area necessary for surface water run off. He is also
preparing a preliminary grading plan which will be available for the
meeting.
Some questions raised by staff concern the amount of off street parking
which appears to exceed current zoning ordinance requirements and the
possibility that anticipated playing fields will not fit on the site
once ponding and roadway dedications have been made. However, there
are no problems serious enough to delay a public hearing before
the City Council.
RECOMMENDATION
Forward the preliminary plat to the City Council with the recommendation
that a public hearing shall be advertised at their earliest convenience.
