2. Preliminary Plat Country Hills Discussion
The preliminary plat of Country Hills submitted on July 19 and 26 has been
responsive to the overall layout of the thirty acre site with the exception
of Emerald Lane, which has not been extended to the west property line.
The developer also continues to propose a two phase plat including two
temporary cul -de -sacs of 600 and 800 feet in length, respectively. The
Planning staff recommends that the outlet to the west shall be within
the first plat, since north /south block lengths will become too long
without it. In addition, a one phase development is recommended to avoid
poor water quality and a less than desirable neighborhood circulation system
for however long the second phase of development remains open land. General
Services is concerned about this in terms of increased difficulty for general
maintenance. The City Engineer is developing a recommendation that the future
use of temporary turn arounds shall be eliminated due to the problems that
General Services is currently experiencing.
The separate memorandum from the City Engineer raises other questions about
this proposal that the Commission needs to evaluate. The comments herein
relate to the original reviews on June 17, 1988, to which there has been no
direct response. The Engineer needs street profiles and the extension of
Emerald Lane. The plat cannot be developed without dedication of the ponding
area adjoining 190th Street. The requested outlot for a new well house and
pump is smaller than the required minimum of 100x100 lot. The configuration
of Lot 1, Block 3 needs to be changed to accommodate a 50'x 50' site for a
guaging station within the 100 foot gas easement. (The gas company has in-
dicated that the developer will be responsible for this new facility.)
The drainage and grading plan is incomplete and no information has been supplied
regarding the storm water management pond on the west side of County Road 31.
A pond will be required if the rate of flow to the north is increased. The
Engineer is also insisting that the surface runoff within Block 2 shall be
handled by a rear lot line swale with catch basin at the north end.
Because the developer has not proven that 6" water lines will provide adequate
pressure within the plat, the Engineer has requested larger mains. There also
remains the need for more gate valves and a water main on 190th Street to the
western limit of the plat. The Engineer still does not have profiles showing
street and sewer grades.
The special meeting was scheduled before the City Engineer had the opportunity
to review the available materials, because the developer wanted to have a
recommendation before the City Council on August 15, 1988, when a public
hearing might be scheduled. The developer and Commission should decide at
this point how important it is to maintain the anticipated schedule. Based
upon comments from the City Engineer, this plat should be forwarded with a
recommendation that the preliminary plat be denied.
