Charles Tooker Planner 1. Call to Order 5:00 P.M. AGENDA REPORT PLANNING COMMISSION SPECIAL MEETING NOVEMBER 22, 1988 2. Discussion Walter Maurer /Louis Larson Conditional Use In September, the Planning Commission approved a conditional use permit for an addition to the existing structure at 301 Pine Street subject to the applicant's presentation of an acceptable landscape plan within a month and implementation of both the landscaping element and paving of the parking /display lot within twelve months. Through a misunder- standing between staff and the applicant, it has taken approximately two months to prepare a plan suitable for discussion by the Planning Commission. The attached plan looks adequate for this site or will when minor adjustments recommended by staff have been added as follows: a. Extend 8 foot high vertical board wood fence from the northwest corner of the property along the railroad right of way line to the steel gate which provides access to the dismanteling yard at the rear of the addition. b. Eliminate the most northerly parking space from the display parking line adjoining the railroad right of way. In that space, add one 2i" caliper Marshall's Seedless Ash and 5 gold flame spirea. At the north end of this same planter, add 3 columnar buckthorn. c. Move all plantings and the emblem display from the City right of way. Areas of the right of way not paved shall be sod, since the Planning Commission has no authority to endorse yard improvements in the street right of way. d. The above changes shall be added to the original landscape drawing submitted by Gary Switzer. Staff recommends that the developer provide a certified check or letter of credit payable to the City at a rate of 125% of the cost of improvements. This will allow the City to install the paving and landscaping following the 20th of September should the applicant fail to follow through on the conditions under which the addition was authorized. The landscape designer's preparing a cost estimate for the planting plan and staff will provide an estimate of paving expense. Charles Tooker Planner
