The applicant needs a 65 foot radio tower and the ordinance in Section 10 -5 -1
states, in part:
"No structure shall exceed forty -five feet (45') in height unless
approved by the Board of Adjustment. The Board may authorize a
variance ...if the structure is any of the following: Television
and radio towers....
The Board may grant a variance if it is satisfied that the tower meets the objectives
of the code. The site plan shows the proposed tower to be somewhere between 25
and 30 feet from the side lot line. The ordinance also suggests that towers may
be taller than 45 feet if setback from property lines 1 foot for each additional
foot of height. The only concern registered by staff is that a note on the rough
site plan indicates that the tower will be tied to the house. The proposal, if
approved, must meet requirements of the building official and should have some
aesthetic standards for guys, if used, to avoid the type of construction used by
the Police Department in front of City Hall when their radio tower was installed.
Recommendation
Approve the variance after satisfaction that guying will not adversely impact
the neighborhood.
4. DISCUSSION CELEBRATE MINNESOTA GRANT REQUEST
Staff has prepared an application for a grant to assist the City in a proposed
beautification of the railroad right of way between Elm and Oak Streets. The
grant program was created by the Governor to generate local interest in community
beautification prior to 1990 when the State will host the U.S. Olympic Festival.
The plan will be presented at the meeting for discussion. No action is required.
5. DISCUSSION ZONING ORDINANCE AMENDMENTS LANDSCAPING AND RESOURCE RECOVERY
Both the City Administrator and the City Attorney raised questions about the Zoning
Amendment related to Section 10 -6 -14: Landscaping. The Administrator believes
that planting in the B -2 District should reference the Downtown Plan. The Housing
and Redevelopment Authority on the other hand, wants all landscaping requirements
listed in the Zoning Ordinance. In addition, the revised Redevelopment Plan has
not yet been adopted by the Housing and Redevelopment Authority. The City Attorney
believes that the proposed change should include landscaping standards which the
Planner will use when evaluating landscape plans. He has suggested that reference
to planting in the downtown could be revised later, after the Redevelopment Plan
has been adopted.
The issue of Resource Recovery becomes important now that Empire Township has
finally rejected Farmington's use of a portion of the MWCC site for the proposed
co- composting facility. An alternative site in the industrial zoning district
in Farmington has been suggested, which means that the current ordinance needs
to be amended if this is to take place.
A. In response to the questions raised by the Administrator and Attorney, the
staff recommends adding a new section (G) to the proposed zoning amendment
10 -6 -14 Landscaping as follows:
(G) All landscaping incorporated shall conform to the following standards
and criteria:
1. All plants must equal the following minimum size:
Deciduous Trees
Ornamental or Specimen Trees
Evergreen Trees
Tall Shrubs and Hedge Material
Low Shrubs
Spreading Evergreens

2. Spacing
a. The center of plant materials shall not be located closer
than three feet (3') from property lines.
b. Deciduous trees shall be planted not more than forty feet
(40') apart.
c. Where massing of plants or screening is intended, large
deciduous shrubs shall be planted not more than four feet
(4') on center and evergreens shall be planted not more
than three feet (3') on center.
3. Types of trees encouraged include:
Oak
Norway, Sugar and Red Maple
Hackberry
River Birch
Imperial, Skyline and Sunburst Locust
Greenspire and Redmond Linden
Summit and Marshalls Ash
Ginko (male only)
Kentucky Coffee Tree
4. Design
a. The landscape plan must show some form of designed site amenities
largely intended for aesthetic purposes.
b. Seeding,sodding,ground covers or shrubs will be required in all
areas not utilized by buildings, parking areas, driveways, walks
or planting beds.
c. Turf slopes in excess of 2:1 are prohibited.
d. Underground irrigation systems or exterior water sources
shall be required to assure adequate landscape maintenance.
5. Landscape Guarantee: All new plants shall be guaranteed for two
(2) full years from the time planting has been completed. Plants
not alive at the end of the guarantee period shall be replaced.
B. To make sure that co- composting may be accomodated within the City of Farmington,
the following amendment to the Zoning Ordinance is proposed.
1. Amend Section 10 -1 -4 Definitions by adding Resource Recovery between
Regulatory Flood Protection Elevation and Restaurant as follows:
Resource Recovery: The extraction and /or processing of reuseable
components from the solid waste stream.
