APPROVE MINUTES OCTOBER 24, 1989 3. REVIEW STATUS OF WILLYS MINNEAPOLIS AND EAGLE TRUCKING Staff will report on progress of both in following the previous decisions of the Zoning Board of Adjustment /Planning Commission. 4. DISCUSSION MEETING ATTENDANCE This is an opportunity for Commission members to respond to the earlier staff memo with the objective of achieving more participation. 5. REVIEW STATUS OF COMPREHENSIVE PLAN AMENDMENT The material discussed earlier by the Commission relating to an update of the Comprehensive Plan has been reviewed by the Metropolitan Council staff and no serious arguments came to the surface. Farmington staff had planned to wait until the entire Comprehensive Plan had been revised to submit an amendment, but because it took so long for our informal review, needs of local developers will be better served if a partial amendment is forwarded this year. One developer is Jack Benedict who has an approved PUD for 80 acres in Dakota County Estates. The easternmost 20 acres of the PUD is not within the Urban Service Area Boundary. It should be added now due to the way in which streets are designed within the PUD and the current lack of interest in multiple family housing and commercial areas that are in- cluded in the urban service area. The material presented in the Comprehensive Plan narrative outlines the service this plat provides by making housing available at the lower end of the housing market. The second developer will be the Farmington HRA which has decided to create an industrial park between Northern Natural Gas and Duo Plastics, Inc. The preliminary plat will include areas outside the Urban Service Area but the first phase of development will be confined to the Urban Service Area. The plan amendment will allow contiguous development to occur without any long term dead end streets. This is a matter of encouraging looped utility lines and a minimum of maintenance on stub streets. The attached information submission for Comprehensive Plan amendments will be put together with several multiple check lists and mailed to adjoining communities plus the School District after receiving conditional approval by the City Council. Staff will have maps at the meeting to better identify the property involved. 6. DISCUSSION CODE ENFORCEMENT SIGN AND ZONING ORDINANCE Enclosed is a separate memorandum covering a variety of enforcement problems. Staff would like some feedback on reasonable follow up action. t 7. DISCUSSION PROPOSED AMENDMENT TO SIGN ORDINANCE Enclosed is another copy of the original proposal in case it is needed. 8. DISCUSSION FORMAL VARIANCE COUNTY ROAD SPACING The Plat Commission has recommended against Farmington staff's proposal for two access roads into Section 13 along County 31.
