REGULAR WATER BOARD MEETING
Monday, September 23, 2013

Members Present: Weierke, Jensen, Snobeck
Members Absent: None
Staff Present: City Engineer Schorzman, Administrative Assistant Miller, Bob Meyer, 19816 Dawson Lane, Andy
Gina Esby —18261 Dunbury Ave., Brian Wheeler 120 Elm Street
Call to Order: The meeting was called to order by Chair Weierke at 7 :00 p.in.
1) Approve Agenda MOTION by Weierke second by Snobeck to approve the agenda as presented. APIF, Motion
Carried.
2) Approve Minutes August 26, 2013 MOTION by Weierke, second by Jensen to approve the minutes as
presented. APIF, Motion Carried.
3) Water Citations
a) Bob Meyer —19816 Dawson Lane. Mr. Meyer explained that this is a townhotnc complex and they alternate
watering for odd and even. The Board instructed staff to work with Mr. Meyer and the association for an
understanding on a watering schedule. MOTION by Jensen second by Weierke to waive the citation. APIF,
Motion Carried
b) Betsy Zirbes 4876 —1 91 St. W. Citation stands
c) Marge Owens 20385 Erickson Court Citation stands
d) Andy &i Gina Esby —18261 Dunbury Ave. —Ms. Esby noted that they were not disputing the citation, only the
amount. MattamyHomes had previously gotten a citation prior to their moving in. This should have been their
1' citation. MOTION by Weierke second by Snobeck to amend the citation amount to $25.00. APIF,
Motion Carried.
e) Brian Wheeler —120 Elm Street Mr. Wheeler stated he was 95% certain he had turned off water prior to
noon on the day he received the citation. In the photo it was evident that the curb and street were wet, but
could not see the water from the sprinkler. MOTION by Jensen second by Weierke to waive this ticket (4
ticket) only. APIF, Motion Carried.
f) Pamela Wickham 19117 Everest Court MOTION by Jensen second by Weiertce to waive citation. APIF,
Motion Carried.
4) Continued Business
a) Setting Utility rates for 2014 At the workshop with City Council, Council was supportive of Option 1
(5,10,25). The consensus of the Board was to support Option one. Engineer Schorzman reviewed the
proposed 2014 water fees with the Water Board.
1. Water Tower Communications Devices are proposed to increase by 5% except the Preliminary
Research fee which will stay at $500.
2. Plat Fees Increased by 2% (Inflationary costs)
3. Municipal Services Fees —Lateral Connection Charge Increase 2 Connection Permit No change,
WAC Fee Increase 2%
4. Metered Rates Option 1 (5,10,25)
5. Water Use Restriction Penalties —No Change
MOTION by Weierke second by Snobeck to adopt the 2014 water fee schedule and forward it to the City
Council for inclusion in the 2014 City Fee Schedule. APIF, Motion Carried.
b) Water Tower Cleaning Cleaning will begin on Wednesday, Sept. 25` 2013.

5) New Business
a) Putnp Motor Efficiency Engineer Schorzman discussed several programs available for audits. The Board
supported this item and gave to approval to go forward in gathering more information. The 2014 budget was
reviewed and briefly discussion.
6) Approve Bills Finance; MOTION by Jensen second byWeierke to approve the bills as presented in the amount
of $46,751..81: ANY, Motion Carried.
7) Open Forum: Nothing
8) Adjourn: Motion by Snobeck second by Weierke to adjourn at 8:42PM. APIF, Motion Carried.
